What is the Children’s
Trust?
A collection of individual
organisations, partners and
stakeholders charged with
and/or committed to
improving future outcomes for
children
Why have a Trust?
To provide a forum and a
framework to deliver
improved outcomes for
children and young people by
working together

The ‘Trust’ is the stakeholder body –
• An open membership group, inclusive of all
stakeholders
• To ensure all voices can be heard and can
contribute to priority setting and feedback
• A key set of consultees
• Any stakeholder can join
• Annual conference open to all to review
year’s progress and inform the priority setting
• Engage stakeholders in all of our work (not
just once a year!)

• Uses feedback from stakeholders to
determine priorities
• Develops, monitors and evaluates the
Children and Young People’s Plan
(CYPP)
• Holds the deliverers to account
• Makes commissioning and spending

What does being a member of the
Children’s Trust Board mean?
• Trust Board members sign a
commitment – to attend and to ensure
decisions are implemented in their
own organisations
• The Trust Board discusses and
resolves conflicts of member loyalties
• Members need to be key decisionmakers only
Children and Young
People’s Plan (CYPP)
• The Children and Young People’s Plan
is the joint plan of the Children’s Trust.
• It sets out in detail how we will cooperate to improve well-being for local
children, young people and families
• Represents what we want to achieve
• The CYPP is available to all and
progress will be reported annually to
the Children’s Trust Conference
Deciding on CYPP
priorities
• Use annual stakeholder conference to
develop priorities alongside the assessment
of need
• Ensure each organisation can link back into
and/or influence their own priority areas
• Keep priorities clear and simple – mapped
against outcomes for children and young
people
• Ensure that all priorities fit clearly into council
and other organisational plans
How we aim to turn talk
into action
– Reduce membership of the Children’s Trust
Board to enable smart discussion followed by
decisions
– Wider exploration, debate and discussion to
happen at the Trust annual conference and at
topic specific seminars and with stakeholder
groups and at task groups
– Board focuses on decision-making
– Nomination of Lead Accountable Officers
(LAO) to deliver
– Board decisions are remitted to a LAO to
deliver and report back on
– SMART action plans are approved and
monitored

Partnership
• The Local Strategic Partnership is the
overarching Partnership
• There are five Theme Boards reporting to the
Local Strategic Partnership of which the
Children’s Trust is one
• The Children’s Trust is accountable to the
Local Strategic Partnership
• The Local Strategic Partnership monitors the
Children’s Trust performance
• Close links between the CYPP and the
Sustainable Community Strategy

• being killed or seriously injured in
road traffic accidents

• improve access to sexual health services
• lower the number of teenage pregnancies
• improve emotional health and well-being
• reduce childhood obesity
• reduce substance misuse, including alcohol
consumption
• increase the participation in high quality PE
and sport
