I. Meeting Objective
This meeting will provide for public participation on the
consideration of the project boundary for the Allen East
School Sewer Improvement Area Project. Tonight’s meeting
will allow for public input concerning the tentative cost for
construction and design of sewer lines, locations, and
schedules.
The project will be assessed based on an Equivalent Single
Family Unit (ESFU) method of apportionment. An ESFU
method of assessment assigns an immediate benefit to all
properties with a dwelling.

The property owner PA will be calculated on a User
Equivalency Method of apportionment as follows:
The ACSE Department will contribute up to $125,000 to the
project. The Principal PA balance to be apportioned is
$554,700 ($679,700 - $125,000).
Note: The $125,000 county participation is a maximum
amount to be contributed. The contribution will be reduced
in the event the project cost is less than anticipated to hold
the tentative assessments to the amount mailed to the
property owners.

Total project assessable User Equivalency is 76.0.
Therefore, the apportioned cost per ESFU is $7,021.69
($554,700 ÷ 76 = $7,298.68).
PA Sample Calculation:
Property with 1 ESFU (1 household)
PA = 1 equiv. x $7,298.68
PA = $ 7,298.68 (paid in cash, or assessed to taxes for 20 years with
interest)

2. Miscellaneous Non-Assessed Cost to Property Owners
• Abandonment of existing private sewage system/tank
and installation of sanitary sewer lateral to the project.
Approximate cost - $1,500 to $2,000.
•
Once a property owner has connected to the project he or
she will receive a quarterly sewer bill from the County to
pay for operation, maintenance, and future major capital
expenditures for the sewer district. The sewer bill will be
based on a $97.50 ($60 Village & $37.50 County)
quarterly charge per user equivalency. A wastewater
treatment agreement has been entered into with the
Village of LaFayette to treat the waste.

VI. Statutory Procedure (ORC 6117)
A.
Commissioners adopt resolution approving General Plan
and Declaring Necessity of project.
B.
Notification to agricultural use property for inclusion of
property into an agricultural district (front footage
assessments).
C.
Commissioners adopt resolution to establish Project
Assessment Hearing.
D.
Conduct a Project Assessment Hearing.
E.
Five day wait for written objections.
F.
Respond to all written objections.

VI. Statutory Procedure (cont.)
G. Ten day wait for filing of all appeals to Probate Court.
H. Settle all appeals.
I. Proceed to the design and construction of the project with
BOCC consideration of “Improvement Resolution”.
J. Complete construction of the project.
K. Finalize cost of project, and mail billings to property
owners. Allow 30 days for cash payment.
L. Notify property owners for connection to the project.
M. Certify uncollected PAs to the tax duplicate of the
property owners.

V. Easement Acquisition
The County is requesting all property owners who have, or
will be contacted for acquisition of easements to donate the
easement to the project. The cost of acquisition of
easements is factored back into the overall cost of the
project. Therefore, all property owners in the project will
pay for the added cost of easement acquisition.
