Background
• This parcel lies within the Archer/Tower
Activity Center. It presently houses a
residence but has a commercial land use
designation due to its location on Archer
Road.
• Brytan lies to the south and east with
Kanapaha Presbyterian Church to the west.
Applicant Request
• The applicant is requesting an Institutional
land use designation with an implementing
zoning district of ‘HM’ (Hospital/Medical). If
approved, this district would allow primarily
medical-type uses such as a hospital, clinic or
pharmacy.
Applicant Request
• The property has been purchased by Shands
Healthcare with the intent of establishing a
remote emergency center on the site. This
facility would receive both walk-in patients as
well as ambulances and would have surgical
capability on-site.
Staff Findings
• Staff finds the request for a land use change
from Commercial to Institutional consistent
with the Institutional policies found in Section
5.0 of the Future land Use Element of the
Plan. Institutional uses are best located along
arterial roadways to provide ready access to
their clientele. In addition, there is
infrastructure in place to accommodate the
proposed change.
Staff Findings
• Staff finds the request for a zoning change
from ‘A’ (Agriculture) district to ‘HM’
(Hospital/Medical) district consistent with the
Comprehensive Plan and the Unified Land
Development Code. The Institutional land use
designation can be implemented via many
different zoning districts depending on the
proposed use. The HM district provides for a
variety of medically based uses suitable to this
location.
Staff Recommendation
• Staff recommends that the Commission
approve the request for a small scale land use
change from Commercial to Institutional as
part of the Legislative portion of the Agenda.
Staff then recommends that the Commission
approve the requested zoning change from ‘A’
(Agriculture) district to ‘HM’
(Hospital/Medical) district as found in the
quasi-judicial portion of the agenda.
