battery groups
Main actions of local governments
◦ To tray to establish in regulations:
All kind of batteries as a Hazardous waste or special
handling waste
Mandatory collection and recycling programs.
Extended responsibility of the producer
Generally base on:
IEC 60086-1 and 2 for technical specifications.
DIRECTIVE 2006/66/EC, for Hg and Cd content
Belief that all kind of batteries are consider as a
hazardous waste
Belief that no scientific studies are needed to determine
actions.
Use certification to control trade balance.
Most of the regulation are only for batteries as product
and do not consider batteries into other products.
Colombia
Mexico
◦ Local University determine all batteries as Hazardous waste
because corrosibity
◦ Local Universities made a LCA and determine:
batteries are not hazardous waste, but Ni-Cd
Should not be collected and recycled because Mexico´s
conditions
◦ Government researches determine
batteries are not hazardous waste and only Ni-Cd batteries
should be collected in Mexico.
Venezuela
◦ Local University determine non-rechargable batteries are
not hazardous waste.
Colombia:
◦ All kind of batteries have to be certified for max content of Hg and

◦ Obligation on Collection of rechargeable is required,
Brazil
◦ Obligation for collection on NiCd and Lead batteries
Mexico
◦ All kind of batteries are consider Special Handling Waste
◦ Only big generator (more than 10 Ton per year) are obligated to
stablish handling plans.
◦ Ni-Cd and Hg batteries are consider hazardous waste.
◦ Battery norm is in progress and Rechargeable are not consider for
max content of Hg and Cd.
Ecuador:
◦ All rechargeable batteries are consider hazardous waste and all
importers are obligated to establish a collection plan.
◦ All kind of batteries have to be certified for max content of Hg and
Cd.
New regulation are been analyzed in:
◦ Chile, Project based on extender responsibility of the producer
◦ Costa Rica, Project based on extender responsibility of the
producer
◦ Argentina, collection for all kind of batteries
