An application of producers
responsibility on collection and
recycling of portable batteries in the
Czech Republic
V4 Environmental Export Platform, Budapest
Why to focus on the batteries ?
• hazardous waste (Hg, Cd, Pb)
• secondary metal-bearing raw material (Ni, Co, Zn,
Mn)
• 3 categories
– automotive (Pb acid) 30.000 t/year
– industrial (BtB sector, Pb, NiCd, LiIon) 1.000 t/year
– portable (BtC sector, high penetration in consumer
market) 3.000 t/year
2
Legislation
• Battery Directive 2006/66/EC
–
–
–
–
ban of hazardous substances
development of collection schemes
strict targets for collection and recycling
obligatory public awareness campaigns
• The burden is not on the producers of battery waste
but on the companies putting batteries on their
national markets (so called producers)
• Implementation on the national level by 2009
(CZ : Waste Management Act)

• ECOBAT:
in 2012 significantly increased the amount of collected portable batteries:
Put to market in CR (avg. in last 3 years): 3 182 tonnes
Take-back: 919 tonnes
Efficiency achieved: 29 % !
CR REACHED EU LIMIT FOR THE SECOND YEAR IN A ROW !

2012 cf. 2009: +29%
Partially due to revival of battery market in
2012, but stagnation of EEE
 Importance of cooperation with WEEE
schemes!

- ZnC: 35%  29%
+ ALK: 33%  39%
Current status of battery recycling
in 2012 we recycled 878 tonnes of portable
batteries,
out of this we extracted 556 mostly metal raw
materials (Pb, Zn, Mn, Ni, Co)

Awareness raising
environmental educational programme financed by 4
compliance schemes
participation of 3.073 schools from CR
collected 129 tonnes of portable batteries in 2012
Promotion of battery sorting in Czech households
Targeted free distribution of collection boxes – 80.000
boxes distributed in 2011 - 2012
Conclusions
• Collection and recycling of portable batteries is a non-profit
activity.
• Compliance organizations controlled by producers are the
best solution.
• Compliance organizations také over responsibility for
– financing
– organizing
– public awareness campaigns
• Compliance organizations should be controlled by the
government and legislation to avoid misuse by commercial
sector.
