What is the 1% reservation and
how are parents involved?
Any school district with a Title I Allocation exceeding
$500,000 is required by law to reserve 1% of it’s Title I
allocation for parental involvement.

Of that 1%, 5% may be reserved at the district level for systemwide initiatives related to parental involvement. The remaining
95% must be allocated to all Title I schools in the district.
Therefore each Title I school receives its portion of the 95% to
implement school-level parental involvement.

Private Non-Profit Schools
Under Title I of the Elementary and Secondary Education Act
(ESEA), as amended by the No Child Left Behind Act (NCLB),
school districts are required to provide services for eligible private
school students, as well as eligible public school students. In
particular, Sec. 1120 of Title I, Part A, requires a participating
district to provide eligible children attending private elementary and
secondary schools, their teachers, and their families with Title I
services or other benefits that are equitable to those provided to
eligible public school children, their teachers, and their families.
Services and budget issues are discussed with private school
officials as part of a consultation process before decisions are made
to ensure the opportunity for eligible private school children to
