needs of adults in:
1. Elementary and basic skills; classes required for HSD or
equivalency certificate;
2. Classes for immigrants: ESL, citizenship, and workforce
preparation;
3. Programs for adults with disabilities;
4. Short term CTE programs with high
employment potential; and
5. Programs for apprentices.

What is a “Region”?
• The AB86 Work Group has recognized the
need to define “Region”
• For the purpose of planning we are using the bill
language which defines region as the geographic
boundaries of community college districts.
• 72 Community College District Boundaries
• Boundaries are used for the purpose of defining a
consortia geographical area and NOT to define
leadership roles within consortiums.

AB86 defines region as the geographic boundaries of
the 72 community college districts.
• Boundaries define a consortium’s geographical area.
• Boundaries do NOT define leadership roles within a consortium.
• It is expected that there will be shared leadership of the consortia
between community college districts and school districts.
• If a community college district chooses not to participate in a
consortium, a neighboring community college district may form a
consortium with school districts within the boundaries of the
nonparticipating community college district.
• The fiscal agent can be either a school district or a community college
district.
• Consortia are encouraged to include other providers and partners.
• Regions are encouraged to begin meeting in advance of the RFA to
coordinate a single application.

Funding Formula for Planning
Regions are unique
– All regions need funding to plan
– Population impacts planning
– There are diverse student needs within a region
– Funding formula needs to be equitable
– Planning formula needs to be logic based
– The 72 regional allocations will be defined in RFA
