Background
HACC transition separated younger and older systems in preparation for
disability and aged care reforms
‘NSW Community Care Supports Program’ new program – guidelines and
fact sheet released

Stronger Together 2 positions NSW to transition to an NDIS
Enabling NSW to be ‘NDIS ready’
– Full scheme NDIS roll out will commence when ST2 ends
– ST2 reforms will position NSW to move seamlessly to NDIS

NDS operates Industry Development Fund to support the sector towards

CID received Consumer Development Fund to support individuals and
families towards change
The NDIS Agreement
Transition to full scheme commences from July 2016 (aligns with ST2
completion)
Full scheme implemented by 1 July 2018
Scheme administered by National Disability Insurance Agency: holds
all funds; manages funds; administers access; approves payment of
support packages
NSW contribution is existing available funding escalated for CPI and
population growth + in-kind capped services
NSW funding goes to individual supports not administration
The NDIS Launch
Three Local Government Areas in Hunter (Newcastle; Maitland;
Lake Macquarie)
10,000 people transitioned over 3 years
NSW funding goes to individual supports not administration
Hunter Launch – opportunity to test approaches and
assumptions:
– Cost and liabilities
– Service interventions
– Service delivery models
– Implementation and transition strategies
Post-launch NDIS rollout proceeds across remainder of NSW
