Issues to be considered
Practicality and need for such a Network – is it doable?
What will it aim to achieve?
Duplication? Should it be a subsidiary of another

Who should participate? Membership?
Should it target SADC countries first? Or include
any cities in Africa wishing to participate? Barriers
and opportunities: distance, communications across Africa,
language issues…
Funding? Secretariat?
