Peace building, Conflict
Prevention and Conflict Analysis
JNA Retreat
Joint Needs Assessment - Somalia
 Concept Note Somali JNA and Reconstruction
and Development Program: “to help Somalia
begin to achieve sustained reconstruction and
development and deepen the peace process”.
 Key guiding principle for JNA and RDP: to
support peace building and reconciliation efforts
and to prevent the renewed outbreak of conflict.
 Some Lessons learnt from other settings ….
Taking a conflict sensitive approach
 A framework to inform decisions at the strategic and
program levels;
 An approach to systematically guide and support the
design and implementation of development and
reconstruction programs in a way that maximises
the impact on peace building and minimises harm.
 Conflict analysis, or a good understanding of the
context, is an essential component of better
programming.
Conflict Analysis Tool
Added value:
 To increase the knowledge base about the
key factors and dynamics at play;
 To focus on the context as the entry point for
designing specific interventions (as compared
to a sectoral lens)
 To help deconstruct complex and dynamic
realities
 To help understand risks and how to best
mitigate them through programs
Conflict Analysis
Causes
Actors
Capacities for peace
•Helps with the prioritization and sequencing of
interventions.
•Helps consider key factors affecting peace and conflict
when developing specific programs.
•Helps identify how specific programs can strengthen a
country’s resilience to conflict and existing capacities for
peace.
