Access to state assessments materials and information is allowed only for personnel that have been trained and have signed the appropriate oath. Other steps a campus must take to maintain proper security include but are not limited to: a) placing test booklets and answer documents in secure, limited-access, locked storage when not in use b) collecting daily, after each test administration, any state-supplied reference materials, graph paper, or scratch paper that student have written on during the test c) maintaining inventory and shipping records for at least five years in the event that a discrepancy arises. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 5 Confidentiality Maintaining the confidentiality of the Texas student assessment program involves protecting the contents of all test booklets, online assessments, and completed answer documents. a) all testing personnel who meet the requirements to participate in testing must be trained and sign the appropriate oath. b) No person may view, reveal, or discuss the contents of a test booklet or online assessment before, during, or after a test administration. This includes those TA’s providing an oral administration, transcribing, providing assistance in the 3rd grade math exam, etc. (TA needs to sign a separate section of the security oath). c) No person may duplicate, print, record, write notes about, or capture any portion of a secure assessment instrument (paper or online). d) No person may review or discuss student responses. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 6 Penalties for Prohibited Conduct In accordance with 19 TAC and as described in the Test Security Supplement, any person who violates, assists in the violation of, or solicits another to violate or assist in the violation, fails to report a violation, is subject to the following penalties: a. placement of restrictions, renewal of Texas educator certificate; b. issuance of an inscribed or non-inscribed reprimand; c. suspension of a Texas educator certificate for a set term; d. revocation or cancellation of a Texas educator certificate In addition, any irregularities in test security or confidentiality may result in the invalidation of students’ assessments. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 7 Testing Irregularities Serious Irregularities Directly/indirectly assisting students with responses to test questions Tampering with student responses Viewing secure test content before, during or after an assessment Discussing secure test content or student responses Scoring student tests either formally or informally Duplicating/recording or electronically capturing test content ASSESSMENT/RESEARCH/EVALUATION Procedural Irregularities Eligibility error IEP implementation issue Improper accounting of secure materials Monitoring error 4.9.2014 8 Reporting of Testing Irregularities Each person participating in the Texas student assessment program is responsible for IMMEDIATELY reporting any violation or suspected violation of test security or confidentiality that they participate-in or witness. Process for reporting: 1. Campus staff notifies CTCs 2. CTCs notifies DTC 3. DTC notifies TEA ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 9 Student cheating If a district determines that a student has been involved in an attempt to cheat on a state assessment, the district is required to invalidate the student’s test. Additional disciplinary action may be taken at the local level in accordance with district policy. Any locally determined disciplinary actions stemming from the cheating must be submitted to TEA. Submission of a separate online incident report form will be necessary ONLY if the district determines that adult testing personnel contributed to, caused, or did not detect the cheating due to inadequate monitoring. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 Time Limits Policies and Procedures 10 All assessments will have a four-hour limit within the same school day (unless XT or XD). The time period will start after the test administrator has read directions and tells students to begin working on their tests. START & STOP times must be recorded on the seating chart. Students must record all responses before the end of the time period. Communicate (orally or in writing) the amount of time left to test in one-hour intervals and, if desired, in shorter intervals during the last hour. Late-arriving students: campus must determine if the student will have time to test during the school day or if the student needs to test on a make-up day. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 11 Time Limits and Procedures - Breaks These will NOT stop the clock These WILL stop the clock Water breaks Lunch Bathroom breaks Emergency Situations Snack breaks Class consolidations Physical or mental breaks Medical breaks to nurse Campuses should be aware that the time clock will stop for students who go to the nurse for medical reasons. The test administrator must document the time the student stops and restarts the test and must make the student aware of his or her adjusted testing time. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 12 Time Accommodations EXTENDED TIME This accommodation eligible students with disabilities and ELLs. Campus must begin the session early in the day (at least 6 hours) Answer document code: GA or LA ASSESSMENT/RESEARCH/EVALUATION EXTRA DAY This accommodation is rare and is for students who have a TEAapproved Accommodation Request Form (ARF). Answer document code: XD 4.9.2014 13 Linguistic Accommodations Grades 3-5 ONLY Because students taking STAAR Spanish are testing in their primary language, linguistic accommodations are not provided for these students ASSESSMENT/RESEARCH/EVALUATION Answer document code: LA Only for eligible ELL’s Only in STAAR, STAAR Modified, STAAR L Vary according to subject area Bubble-it in answer document even if not used 4.9.2014 14 Verify Accommodations Ensure your list of accommodations is the most current Verify the accommodations are allowed for that particular test Prepare accommodations for students as needed (i.e. supplemental aids, place value chart, headphones, etc.) ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 15 Accommodations due to Emergencies Unexpected or emergency situations may occur just PRIOR-TO or ON-THE-DAY of the state assessments. If that is the case please follow these procedures: 1. Try to use an allowable test administration procedure/material first 2. If the allowables do not suffice and the student requires TYPE 1 or TYPE 2 accommodations, call Assessment for guidance ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 16 Allowable Procedures & Materials These are NOT CODED in the answer document/online system 1. Individual or small group administrations 2. Reminding a student to stay on task 3. Providing reading assistance on the grade 3 math test 4. Making the following tools available: highlighters, scratch paper, colored overlays, crayons, blank place markers, etc. 5. Translating test administration DIRECTIONS into the native language of an ELL 6. Use tools to minimize distractions (stress ball) 7. Signing test administration directions for a student who is deaf/hard of hearing 8. Allow a student to read the test aloud to facilitate comprehension ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 17 Verifying Pre-coded Information Have a process for verifying pre-coded labels/answer document Overwrite pre-coded demographics (if incorrect) Hand-grid a NEW answer document if any of the following fields is incorrect: 1. 2. 3. 4. Test security 2. General testing procedures 3. Procedures unique to specific testing circumstances CTCs need to schedule and conduct training sessions before testing begins. This includes additional training sessions for TA’s testing students with accommodations. TYPE 1 or TYPE 2 or Linguistic accommodations ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 21 Test Administrators Responsibilities Review the STAAR Test Administrator Manual before the training and review additional resources online (as needed) Attend the Training before testing begins to get familiar with testing procedures, expectations, schedules, assignments Review and Sign the Test Administrator Security Oath –bottom portion for those who will have access and view secure items ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 22 Test Schedule: STAAR 3-8 Elementary & Middle School Tuesday, April 22 3, 4, 6, 7 – Math 8 – Social Studies Wednesday, April 23 3, 4, 6, 7 – Reading 5, 8 Science Thursday – Friday - Make-Ups ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 23 Test Schedule May EOC HS & MS Monday, May 5 – U.S. History Tuesday, May 6 – Algebra Wednesday, May 7 – Biology Thursday – Friday – Make-ups ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 Online Testing STAAR L (all levels) STAAR SOA (4, 7, 8 grade) 1. ELEMENTARY & MIDDLE SCHOOLS Submit roster of students to be enrolled in an online session (STAAR L & SOA) – verify students meet eligibility criteria for the exam 24 2. MIDDLE SCHOOLS - Determine the students who will be taking an online EOC so they may be enrolled for online testing 3. Create online sessions 4. Proctor cache session at least 3 days prior to test 5. Generate and print student authorizations at least one day before the test administration ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 25 Testing - Environment No element of the testing room environment should hinder any student’s performance A “Testing – Do not Disturb” sign should be posted outside the room Bulletin boards and instructional displays must be covered or removed All desks or computers used for testing are cleared of books and materials not required for testing Online test administrators set-up computer labs to prevent students from seeing one another’s monitors Ensure that there is one pair of headphones per student for online administrations of STAAR L & SOA ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 26 Testing - Seating Charts Must include the district name, campus, first and last names of the students, first & last names of test administrators, location, date, grade, and subject tested Additional seating charts must be completed if students are moved to another room Must include the start and stop times (re-starts) for each test session/student Campus’ schedules must be created that adhere to the time limit requirements for testing (cannot extend beyond end of school day) ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 27 Testing – Electronic Devices Policy The use of cell phones or other two-way communication/electronic devices is prohibited during testing for staff and students ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 28 Testing - Dictionaries Dictionaries must be available to all students taking STAAR and STAAR Modified reading, writing, English I and English II test in grades 6-12 ELL’s are eligible to use dictionaries as a linguistic accommodation in various subjects (grades 3-12) Dictionaries are an allowable accommodation in a reading or writing test for eligible students with special needs (grades 3-5) Dictionary used in test day must be the same type of dictionary used during instruction ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 29 Testing – Calculator Policy High School (EOC) Must be provided for each student taking a STAAR or STAAR Modified EOC Paper and online versions Algebra and Biology Elementary & Middle School Calculators may be provided as an accommodation for students in grade 3-8 (math and science) Calculator used in test day must be the same type of calculator used during instruction ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 30 Testing Test Administrators Verify, verify, verify! DURING TEST DAY, IF YOU THINK THE STUDENT IS Taking the wrong test Should not be using an accommodation Should be using an accommodation that they were not given Inform the Campus Testing Coordinator ASAP! ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 31 Testing – Test Administrators Must actively monitor the testing room while students are working (look out for bubbling of the demographic information) Should confirm that students are working ONLY on the content area being administered that day Should verify that students have access to allowable materials Should ensure students are marking their responses on the CORRECT SECTION of the answer document ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 32 Testing – Test Administrators Check students are NOT answering a content-area assessment attempted on a previous test day or working on an assessment that has not yet been administered Continuously remind students to record their responses on the answer document/online system before the 4 hours are over Alert students periodically of the time remaining in the test session (verbally & in writing) ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 33 Testing Procedures Only students are allowed to erase their stray marks or darken answer-choice circles Reinforcing, reviewing for, and/or distributing testing strategies during an assessment is strictly prohibited Students must remain seated during testing except when receiving or returning reference materials or calculators ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 34 Testing Procedures - Lunch 1. Students may stop testing to take a supervised lunch. 2. The testing time must be stopped for a lunch break and will restart when students resume taking the test. 3. Students must place their answer documents inside their test booklets/turn-off monitors so that all testing materials are secured. 4. A test administrator who has been trained in testing procedures must be present in the room at all times to monitor the students and ensure there is no discussion of any test content during lunch/breaks. ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 35 Testing Procedures Students are not allowed to talk to one another while testing is in progress When students are ready to submit their tests online, or turn-in their paper tests, the TEST ADMINISTRATOR must verify the answer document and ensure that answers have been marked/entered prior to allowing students to leave the testing site Test administrators must verify no other seals have been broken when collecting a student’s test materials ASSESSMENT/RESEARCH/EVALUATION 4.9.2014 Test Administrator Responsibilities Mark the appropriate score code and test taken information for each student tested that day Do not mark any document with an absence until the end of the week (except for TAKS). Return all testing materials to the campus test coordinator immediately after students finish testing. ASSESSMENT/RESEARCH/EVALUATION 36 Report testing irregularities and security violations immediately to the campus test coordinator. Coding Online Linguistic & Accommodations for SWD STAAR MANUAL pg. 37 Click on the accommodations drop-down on Students Test Details screen Indicate that an accommodation was made available, even if the student did not use it.
