No lakes. Status elements Q score dictates overall status in all WBs, except 1 WB which is reduced from good to moderate due to FPM. An additional WB is recorded as moderate due to FPM and was moderate for Q score and high Phys Chemical. Phys Chemical status is good or High where monitored. Chemical status not monitored. 10 of the high status WBs are extrapolated. Possible Impacts EPA Water Quality 2004 Blacklion Stream - SE_12_2001 - Status 09 -Moderate; Heavily silted and overenriched, suspected tillage farming in upper reaches. Derreen - SE_12_2405 - Status 09 - Moderate; Generally satisfactory but suspected sewage and industrial discharges in Hacketstown area, resulting in slime and silt. Douglas -SE_12_1509 - Status 09 -Moderate; Generally Fair but cattle access needs to be restricted to protect this stream. Quarry and Agriculture pressures need investigating upstream Kiltegan Bridge and High Park Bridge. High Moderate 61% 17% 97% of TP is Diffuse (81% from Agriculture) Point pressures 6 WWTPs: Hacketstown, Kiltegan, Knockananna, Rathdangan, Ticknock. 3 WTPs: Kilmacart, Rathdangan, Ticknock. 3 IPPCs: Meat Processing Plant, 2 Private Companies. 2 Section 4s: Meat Processing Plant, Missionary. 1 EPA Licensed Waste Facility – Waste Transfer Station. Wastewater Treatment Plants (WWTP) and Industrial Discharges Hacketstown WWTP and Ticknock WWTP -at risk Quarries, Mines & Landfills There are 2 Quarries. Agriculture The majority of the area of the WMU is at risk from Agriculture On-site systems There are 2158 septic tanks in this WMU, none of them are posing a risk to water quality due to their density, location and unsuitable hydrogeological conditions. Forestry 5 waterbodies at risk from forestry pressures - suspended solids and eutrophication (SE_12_1402, SE_12_1686, SE_12_1814, SE_12_2405, SE_12_1836) Dangerous substances No waterbodies at risk from Dangerous Substances. Morphology No waterbodies at risk Abstractions 4 Abstractions within WMU but none at risk Other None Poor Bad Yet to be determined SELECTED ACTION PROGRAMME NB All relevant basic measures, general supplementary measures and SEA mitigation measures apply Point Sources See Action Table for WWTP at risk below. Investigate problems associated with Knockananna and Rathdangan WWTP. INDUSTRY Examine the terms of discharge authorisations to determine whether they require review for the purpose of compliance with water body objectives including protected area objectives and environmental quality standards. Diffuse Sources AGRICULTURE - Good Agricultural Practice Regulations and Enforcement. Other FORESTRY - Measures to address acidification and sedimentation apply in the upland forested areas around Hacketstown to Slieveboy Mountain (Derrreen Rive) - Freshwater Pearl Mussel Sub Basin Plans – measures to protect FPM including fencing to restrict cattle access. PRESSURES/RISKS Nutrient sources Good 22% Wickloe Cpunty Council also advised: Knockananna WWTP – not enough assimilative capacity. Impact downstream. Rathdangan WWTP –Septic tank. Elevated BOD and Ammonia downstream. Point Source Discharge Hacketstown Point Source Discharge Ticknock County Carlow County Carlow Priority 1 Priority 2 Measure (Capital Works) Increase capacity of treatment plant. Measure Ensure capacity of treatment plant is not exceeded Derreen Water Management Unit Action Plan FUTURE DEVELOPMENT Future Pressures and Developments OBJECTIVES Throughout the river basin management cycle future pressures and developments will need to be managed to ensure compliance with the objectives of the Water Framework Directive and the Programme of Measures will need to be developed to ensure issues associated with these new pressures are addressed. Restore/Protect 2015 17 water bodies Alternative Objectives Extended Deadlines – 1 water body with 2021 deadline New Modifications or Development – none requiring alternative objectives at present.
