Extra Care Demand
• Alongside the national strategy, Knowsley Housing & Support
Partnership in 2007/08 carried out a detailed research project into
the accommodation and support needs of older people across the
borough and this was refreshed in 2009 and 2010.
• This strategy identified the need to develop Extra Care housing
across the borough to meet the housing and support needs of
older and vulnerable people.
• Our approach recognised that: Of the proportion of older people
who have support needs not all will access services, and only a
proportion of this group will want or require Extra Care. Equally,
for the cohort of older and vulnerable people who have a housing
need, it does not follow that they will also have a support need
and this group may not choose to access Extra Care housing.
• In the context of this we estimate the current additional need for
extra care is 80 units rising to a need for an additional 350 units in
2020.
Existing Provision
• 3 Extra Care Schemes 141 units
• 37 Sheltered Schemes 1162 units
• 5 Nursing Homes 190 Units
• 13 Residential Homes 559 Units

• The Majority of residents did not want to move, but if
they needed to…
• Location Location Location was key
• People did not want to and should not have to move out
of their locality to access Extra Care.
• Generally against just one large gated village type
scheme in Knowsley.
• Preference for smaller 30 to 80 apartment schemes
• Actual and perceived security important.
• Scheme design built on positive presumptions about old
age.
• Locations that provide access to a range of facilities and
services and can integrate with existing communities.
• Wanted the best financial arrangements in the
immediate and the longer term.
• MOST OF ALL THEY TOLD US THEY
WANTED ROOM TO SWING THE CAT!
• AND UTOPIA WOULD BE A SCHEME WITH

New ‘extra care’ housing development
Holly Vale, James Holt Ave, Kirkby
• New 34 Unit scheme being developed in
partnership between KMBC, Knowsley NHS
and Cosmopolitan Housing Association.
• 28 Two Bedroom apartments and 6 One
Bedroom Apartments
• The building will include a dining
room/restaurant, hairdresser, assisted bathing
room, guest rooms, IT suite and an attractive
landscaped courtyard garden complete with an
ornamental lake and sitting out areas.
• Work commenced in January 2011 to
demolish the dilapidated former
sheltered housing scheme.
• The scheme is due for completion in
August 2012
• The care and support contract is being
tendered with KOPV housing sub group
involvement.
• Nominations and access will be
managed via the successful provider and
Knowsley’s Care Management Teams.

REMODELLING EXISTING
PROVISION
The majority of older people in Knowsley
have told us that they want to remain living
in their own homes for as long as possible
but they have also told us they want to
access the care, support and facilities
associated with extra care housing.
The virtual extra care model aims to meet this
requirement.
Virtual Model
 The aim is to remodel some of the existing
sheltered stock were possible & to deliver
additional facilities, activities & opportunities.
Including 24hr emergency response &
floating support services.
 It is not just aimed at the residents of the
schemes, the challenge is to open the
facilities up to the neighbouring community
and then in connecting the schemes
together.
Virtual Model
• Co-ordinator post within the IKAN team to
expand existing services & develop a package
of social, leisure, sporting and cultural
activities across the borough.
• Equipment rolled out to all the schemes
• Sport development cross generational training
packages to support the existing scheme
managers and volunteers to host the activities.
Virtual Model
• Transport scheme to support activities is being
developed with Age Concern Knowsley.
• Assistive Technology upgrade of existing
sheltered schemes with smart sensors.
• Linking non scheme residents AT to schemes.
• Floating 24hr support service.
• Remodelling of traditional domiciliary care and
support packages, ensuring personalisation.
