1. The Phase of Piloting with Several Programs
When preparing the budget in 2009, the
government of Minhang district selected public
areas like compulsory education; public
health; employment; social security;
public safety as pilot programs to carry out
performance budgeting reform
Several measures were taken during the first phase





Set up three teams.
Communicate with leaders of nine agencies of the pilot
programs
Design new report system and management process
Conduct personnel training
Adapt from and simplify Program Assessment Rating
Tool(PART)
Make information about public program available online
Expert panel to conduct pre-evaluation
Workshop on performance budgeting reform
