The River Bank Woods HOA Covenants / Bylaws / Rules & Regulations require an
application and approval process for exterior home improvements, and the approval
becomes part of the unit file that Loudoun Management Associates keeps for each
home in River Bank Woods.
Modifications/enhancements must be on file when you sell your home. This has been
the process even when Toll Brothers was the declarant-controlled Board of
Directors. The following is posted on the www.riverbankwoods.org home page and
“Docs & Forms” page, and it has been in most River Bank Woods newsletters.

to complete an
Architectural Modification Request Application (AMRA)
Anyone wishing to add or make changes to their property such as landscaping, decks, patios,
storm doors, etc. must, along with obtaining all necessary permits, submit an AMRA prior to
beginning any construction.




2009 Annual Budget


2009 quarterly dues have increased from $180 to $192. This increase in dues
reflects changes in operational costs for the Association. The full budget is
available for your review, but the most significant changes are as follows:
Increases in costs








Audit and Tax Preparation- Due to legislative changes, auditing requirements have become more strict
and increased the cost of preparing the annual audit
Management Contract- Contract cost increased by 3%
Postage- The Association pays for postage for all invoice, covenants and communications mailings. The
2009 cost is based on 2008 actual costs
Tree Services- The Association did not budget for tree services in 2008, but found there was a need for
contract work.
Grounds Contract- Fuel, materials (fertilizer and chemicals) and labor cost increases has driven the
contract cost up by 7%. The Board has negotiated to hold this cost for a 2 year period and eliminate any
variable increases due to fuel costs.
Trash Removal- Due to fuel charges and increased landfill fees (County levied), the 2008 budgeted
expense was exceeded. The Board has negotiated the elimination of fuel surcharges for the last quarter of
2008 and for 2009, but we are anticipating that the County will increase landfill fees again in 2009, by as
much as 9%.
Insurance- Due to legislative changes affecting management of community associations, additional
insurance (Fidelity Bond) is now required, causing a small increase in insurance premium costs.
Cost Savings



Legal Fees- The Association has not required much legal counsel over 2007-2008 and therefore the Board
has reduced this budgeted expense.
Admin/Office Expenses- All administrative charges associated with late payments will now be assessed to
the homeowner, rather than the Association. This represents as cost savings in this line item.
Reserve Contribution- Good investment returns and a reduction in the need for capital expenditures
outlined in the 2005 Reserve Study have given the Association a surplus in Reserves, eliminating the need
for any contribution in 2009.

Brockman Farm Lane

THANK YOU Jay Wells for the digital photo presentation for Susan Buckley,
Vice Chairman, Loudoun County Board of Supervisors / Supervisor,
Sugarland Run District, who attended our Summer RBW HOA meeting to
discuss the Brockman Farm Lane issue. Supervisor Buckley is working with
the county and the county attorney’s office toward a resolution. The road is
currently a county road and is the responsibility of VDOT and cannot be
chained off as it’s a public road. However, if the road was abandoned by the
county, it could be chained or blocked off which would prevent a lot of
traffic, dumping, loitering, etc. This is the current resolution she is seeking.

River Bank Trail (sidewalk)

HIGH-LEVEL PROJECT DESCRIPTION:



Safety: Walkers, runners, and bikers are currently in great danger of getting struck by vehicles
traveling along River Bank Street.
Pedestrian and bicycle facilities: “River Bank Trail” – Approximately one-third (1/3) mile of
pedestrian and bicycle trail (consisting of concrete sidewalk since it would be in the VDOT
right-of-way (ROW) along River Bank Street (Rte 2270) to safely connect Rivercrest HOA
(385), River Bank Woods HOA (78 homes), and Lowes Point HOA (36 homes) to the
existing “Algonkian Trail” sidewalk/trail system along Algonkian Parkway (Rte 1582).
STATUS:


We did not receive full or partial funding from the Federal/VDOT SAFETEA-LU grant
program ;-(
Our request for Loudoun County to use developer proffers as the funding source for a
sidewalk along River Bank Street ("River Bank Trail (sidewalk)"; a need, not a want, for
safety) has passed the Loudoun County Transportation/Land Use Committee, and has been
approved for Public Hearing by the Loudoun County Board of Supervisors. The Public
Hearing is scheduled for Monday, February 9th in the evening; they will provide an
approximate time slot as the date approaches. We ask that all RBWers sign a petition in
support of this effort. We also ask that as many RBWers as possible attend the Public
Hearing to speak and/or show support. NOTE: Rivercrest HOA and Lowes Point HOA are
also doing a petition and will attend the Public Hearing to speak and/or show support.

Teresa & John Bettac moved into their new home in Ohio. The RBW HOA
BoD would like to extend a THANK YOU to Teresa for all the work she has
done the last several years for the community. Teresa has served as the RBW
HOA BoD Secretary, on the Communications Committee as
writer/director/producer of the RBW Newsletter, on the Activities
Committee, and on Architectural Review Committee (ARC).
