WELCOME to the SASSETA 2013 Road Show SASSETA - your partner in skills development FET College Collaboration Have joined hands with the rest of other SETA’S in supporting the Minister’s of Higher Education and Training’s broader vision of reviving the FET Sector We have set ourselves a strategic goal of ensuring the by 2015 the FET Colleges will be responsive to the needs of the Sector – – – Gert Sibande Nkangala Ehlanzseni SASSETA 2013 ROAD SHOW Opening of Regional Offices The Department of Higher Education and Training directed us to partner with FET Colleges when opening our Regional Offices SASSETA has been directed to KZN to partner with Amajuba FET College, Elangeni FET College and Ethekwini FET College Progress has been achieved in this regard in that all the 3 Colleges have been visited but Only Ethekwini FET College could accommodate SASSETA in KZN SASSETA will be using Etekwini FET’s free office space at no charge except for water and electricity The intended date for the launch of the Office was February 2013 but has since been delayed by the approval processes of Regional Structure. SASSETA 2013 ROAD SHOW Work Integrated Learning The challenge of placement of FET Graduates has requested us to seek a collective solution with our employers DHET has requested SASSETA to place 100 FET College graduates in our sector for 2012 academic year 100 graduates have since been successfully placed at the Legal Aid Board, Popcru and SAPS Special thanks to our employers and stakeholders for this collective effort in responding to our call Invitation is extended to other stakeholders to work closely with us in responding to NSDS III imperatives SASSETA 2013 ROAD SHOW The new SETA grant regulations On 12 January 2012 the Department issued th SETA grant regulations for public comment The Department provided both Buisiness Unity South Africa (BUSA) and organised labour an opportunity to submit their inputs at Nedlac The Minister of Higher education and Training has released the Government Gazette (number 35940) of 3 December 2012 This relates to monies received by the SETAs and how it will be disbursed in the future The new SETAs Grant Regulations was passed in December and will come into effect on 1 April 2013. A range of interventions should be considered and the most effective approach agreed. There are a number of changes anticipated across various sub-sectors (especially legislative) and the SETA should be proactive in addressing skills needs brought about by such changes Relevance and quality of training by providers should be enforced Greater focus on driving skills development through partnerships with public FET and HET providers. Capacity of both should be improved to address the skills pipeline Effective monitoring of SASSETA funded programmes. The SASSETA must know which organizations and sub-sectors are engaging in skills development, which learners are participating, whether the training is addressing skills and has a positive impact 24 Strategic themes Labour Market Information A need for comprehensive information about demand & supply of skills Strengthening HRD Units Supporting constituent members to develop HRD capacity Retention of Skills Supporting constituent public sector members with mechanisms to retain talent Improved Supply Partnerships FET & HET institutions to improve their capacity and programme relevance Expanded Workplace Provision More opportunities for learning & turning public service into a training space Monitoring & Evaluation Measuring impact of skills development interventions & obtaining key learnings for improvement MANDATORY GRANTS SASSETA 2013 ROAD SHOW Mandatory Grants The SETA will allocate a mandatory grant to a levy paying employer who Employs 50 or more employees and who has submitted WSP/ATR using approved template Employs less than 50 and who has submitted the WSP/ATR using simplified form developed by the SETA Where the employer is a first time submission, must do so within 6 months The employer should have submitted by the due date i.e. 30 June 2013 (with effect 1 April 2014 due date will be 30 April) SASSETA 2013 ROAD SHOW Mandatory Grant payments • The employer will be paid 20% of the total levy paid to SARS • Before payment is made the SETA will evaluate the WSP/ATR against set criteria approved by the Board • The mandatory grant will be paid quarterly to the employer • Failure by the employer to claim the mandatory grants will result in their levies transferred to discretionary grant by 15 August of each year. • The Board can grant extension of one month subject to written request by the levy paying employer SASSETA 2013 ROAD SHOW Mandatory Grant eligibility criteria A SETA may not pay mandatory grant to an employer who is liable to pay SDL unless: The levy paying employer has registered with the Commissioner of SARS Has paid levies directly to Commissioner within specified time Is up to date with levy payments at the time of approval Has submitted WSP/ATR contributing to SETA SSP Has submitted and implemented its WSP for previous financial year to the extent satisfying the SETA Proof or evidence of consultation with organized labor is provided and signed off Mandatory Grant process Advert Receipt of WSP’s AOR Capturing Payment Confirmation Payment Approval Evaluation SASSETA 2013 ROAD SHOW Questions? SASSETA 2013 ROAD SHOW DISCRETIONARY GRANT PROCESS SASSETA 2013 ROAD SHOW Allocation of Discretionary Grants A SETA will annually approve a DG Policy in accordance with the DHET Guidelines which will determine how the funds will be allocated The Seta may determine and allocate Discretionary Grant in support of the following: NSDS III targets Critical and scarce skills identified in our SSP NQF Aligned training Annual Performance Plan Pivotal programmes NGO\ CBO \NPO and Trade Unions Public FET Colleges and Universities Bursaries for employed and unemployed SASSETA 2013 ROAD SHOW Who qualifies for a Discretionary Grant?
