Scarce and Top Up Skills
Definitions:



Top up Skills refer to skills that are required by employed
people who could not perform at the required level of
competence because of skills gaps.
Scarce Skills refer to occupations that have a current or
anticipated shortage of qualified and experienced people.

Relative Scarcity

This happens when required people are available somewhere
in the country to fill the skills shortage, but do not meet other
employment criteria such as:
 Geographic location - experienced mostly in rural areas because
many qualified people are not willing to relocate to.
 Equity criteria - people are available but do not meet equity
criteria.
 High level work experience - qualified people exist but do not
have high level of previous experience needed.

Scarce Skills
Absolute scarcity

This happens when there are no people to meet skills
shortage because of the following reasons:
 It is a new occupation and training providers have not yet
developed a learning programme for it.
 Learning programmes do exist for skills shortage but not
enough learners have enrolled for it.

Scarce Skills


The scarce and top up skills are derived from WSPs submitted
by organizations.
Scarce skills do not reflect individual organisation’s skills
needs, but does list the sectoral skills needs
aggregated from all WSP’s.
