Application Process
• Complete a TAGMA Form 621-1
• Send to to MAARNG state education office
• State education office processes and sends soldier
copy of 100% tuition/fee waiver TAGMA Form
621-3 - give to the school financial aid office to
waive your tuition and fees
Federal Tuition Assistance (FTA)
Benefit
• 100% of tuition and fees not to exceed $250.00 per
credit hour
• Fiscal Year benefit maximum of $4,500.00
• Can be used at any federally accredited private, public
or trade schools

Application process
• Complete DA Form 2171E from website;
www.virtualarmory.com
• Soldier forwards copy of school class schedule and
itemized student statement of charges to State
Education Services Office
Combining Education Assistance
Programs for M-Day Soldiers
• Soldiers using 100% Tuition/Fee Waiver at
Massachusetts State Colleges or Universities may
only use ARNG FTA for the same school if the
program they are taken is not covered
• Soldiers using ARNG FTA can use MGIB
• Soldiers can use ARNG FTA for more than one
school at a time
Army/American Council on Education
Registry Transcript System (AARTS)
• AARTS official transcript contains a record of the
soldiers’ military training and experiences
• Recognized by the American Council on Education
• Eligibility:
– Enlisted soldiers whose BASD in on or after 1 Oct 81 or PEBD
falls on or after 1 Oct 81; Actively serving as of 1 Jan 93.
• Soldiers can request a transcript by writing to:
– AARTS Operations Center, Ft. Leavenworth, KS 66027-5073
or Web site: www-leav.army.mil/aarts
• ESO/RRM can also request transcripts by UIC when
performing unit visits
