MOU (SC-VFW HQ)
SC-VFW HQ will provide use of its facilities, staff, and volunteers to:
• Operate an evacuee processing center in the greater Columbia area.
• Assist in operating an Evacuee Assistance Center.
• Assist in operating an Evacuee Processing Center in the event of a
mass transportation evacuation operation.
• Participate in and assist in operating a State Emergency Support
Function operations facility (ESF #24, Business and Industry).
• Coordinate with ESF #18, Donated Goods and Volunteer Services,
the use of facilities, staff and volunteers of SC-VFW HQ, State
VFW Districts and Statewide VFW Posts that agree to participate
in emergency relief missions.
•
Provide a generator hookup switch at SC-VFW HQ to facilitate the
use of a generator (to be provided as required by the State)
MOU (SCEMD)
SCEMD (The State) will provide:
•
Membership for SC-VFW HQ in ESF #24, the State Emergency Support
Function for Business and Industry, and ESF # 18, the State Emergency
Support Function for Donated Goods and Volunteer Services.
•
Emergency operations training and exercise opportunities for SC-VFW HQ.
•
Community Emergency Response Team (CERT) training for SC-VFW HQ staff
and volunteers and assist in coordinating local CERT training for State VFW
Districts and Statewide VFW Posts.
•
Advance notification to SC-VFW HQ in anticipation of mass evacuations or
any other emergency activations that may necessitate the use of SC-VFW HQ
resources to ensure the safety of South Carolina residents and visitors.
•
Coordination, via the State Emergency Operations Center and appropriate
State Emergency Support Functions, of resources and expertise for evacuee
processing and evacuee assistance operations; and
•
An emergency generator as required for SC-VFW HQ to ensure backup
electrical power (after SC-VFW HQ has installed generator hookup switch);
Who is the VFW ?
The VFW is the oldest Veterans Organization
•
The VFW was founded in 1899
•
Instrumental in establishing the Veterans Administration.
•
Provided funding for the creation of the Vietnam, Korean War, World War II,
Women in Military and Disable Veterans for Life Service memorials.
•
Annually, the 2.1 million members of the VFW and its Auxiliary contribute more
than 11.3 million hours of volunteerism in the community.
•
Providing $2.5 million in college scholarships and savings bonds to students
every year, to encouraging elevation of the Veterans Administration to the
president's cabinet, the VFW is there.

• Scout of the Year - scholarships are awarded annually to outstanding scouts.

VFW Programs
Community Volunteerism
• Annually, VFW members volunteer more than 11.3 million hours of service
to various community programs.
• Veterans Affairs Voluntary Service - 1 million hours of service annually at VA
medical facilities.
Troop Support
• Military Assistance Program (MAP) Emergency Financial Assistance Fund
• Adopt-a-Unit-More than 1,000 units and ships have been adopted through
VFW Posts. .
• Care Packages
• VFW Operation UplinkTM-Provided over 11.5 million free connections.
• VFW Unmet Needs-Since 2004, more than 2,400 grants have been issued
totaling more than $3.6 million.

In 2009 there were 22 million Veterans in the US


8.8 million Veterans (40%) are egible for the VFW.
1.5 million Veterans (17%) are members of the VFW.

RDCS
Rapid Deployment Communication System
During times of disasters, communication is one of the most critical tools needed in the affected areas.
As a public service SC-VFW will provide the tools (RDCS units) for wireless broadband communications.
The equipment is transportable and self contained with various power options (auto/AC/battery). Which
means, once the equipment is on site, communication is up and running in a matter of minutes instead of
hours or days.
A virtual “Hot Spot” (WI-FI b/g/n) provides a Wireless LAN and broadband cellular provides the Wireless
WAN. (4 Ethernet ports are standard). Up to 20 computers can be linked to the equipment within a radius of
1 to 5 miles.
Need additional bandwidth for Video or VOIP? Pop in another USB modem (upto 3) for 2x or 3x
bandwidth. Data communication is essential for managing the resources that are needed in a disaster.
