Overview of the Current
Environment
133 Million wireless users by end of 2001
Integrated into everyday life and business
Driver distraction has emerged in the U.S.as an
important issue to consider by both state and local
jurisdictions, as well as by NHTSA and NTSB.
Public and private research is ongoing. This research
is performed ad hoc; there is no overarching approach.
Driver distraction from telecom is becoming a
worldwide issue.
Media
Continues to be a hot item for the media
E.g., ABC news segment on Rhode Island study

Legislation
Legislation is occurring at the federal, state, and
local levels
Tracked by CTIA:
CTIA has been responding at the federal level
Carriers respond at the state and local level
Response dependent on state of the research,
available products, and educational activity
– No coordinated manufacture response
– No involvement from auto companies

Regulation
Regulators are involved from NHTSA and
NTSB
– NHTSA is conducting research
– We can expect research to lead to
regulation

Industry messages generally
have three pillars:
Education
Research
Technology and Products.

Message Pillar: Education
Education currently is action that is
most available
–Regulators and researchers have expressed
doubts about efficacy of education
–Industry needs to respond to such concerns by
sponsoring and demonstrating effective programs
How should we respond?
Note: Auto companies are providing a
similar message to the marketplace.
Message Pillar: Research
The need for research is part of our
message
Are we now demonstrating a
commitment to research? Do we:
–support industry-led programs and initiatives?
–provide support to the key human factors
researchers in the area of distracted driving?
–Have a means to track, understand and
respond to developing research?
Message Pillar: Technology and
Products
Bluetooth interface
Headset jacks
Can we leverage disability access message?

Policy Void
No cross-industry coordination of messages
No consolidation of resources to provide
meaningful education to customers
If we pool our resources –
– Could provide uniform message
– Over industry website
• E.g., streaming interactive video on novice
driving

State of the Research
Researchers have identified areas of productive
research – E.g., NHTSA Panel
Researchers each have own view of needed
research
Researchers have developed a consensus on a
research roadmap for pre-competitive research –
– Establishes research priority and direction
– The proceedings are available at:

The Top Three Proposals
(each receiving equal priority)
Assessing the Effects of the Local
Environment on Distraction
Adaptive Information Management for
Modern Vehicles
Develop a Computational Model of Driver
Attention Allocation

Opportunity for Industry
Pre-competitive research is the bridge to
both technological solutions and responsible
driving education
Industry has opportunity to demonstrate
commitment to furthering the research
agenda

Next Steps
Key is to bring the research together in a
program where it can be sponsored and
assessed so that findings can implemented
into products or as policy
Where can this be done?

Choices
Established industry associations –
– Automotive, Telecom
– No association situated to comprise the
involved companies
Governmental Program
– NHTSA program is a good start
– Not optimal for maintaining the focus on
solutions

Proposal
An inclusive consortium
– Automotive
– Telecom
– Coordinated with Government
To evaluate both policy and research
needs and opportunities
