• Imbalances within the financial system: (eg,
BOP, fiscal position).
• Population dynamics: Effects on output, fiscal,
employment, socio-economic variables.
• Time aspect: Oil and gas reserves depletion rate
– The amount of oil and gas reserves.
– Time frame for structural transformation.
• External dimension: To address external volatility,
vulnerability, and to respond to global / regional
commitments (eg, AFTA, VAP, etc).
• Geopolitical factors: Respond to the shift in
regional economic-geography?
