Why do you need a
Neighbourhood Plan?
Once adopted it is a legally binding document
It gives you access to CIL funds (106)
Bring together information and data on your community
Public involvement
Access to the Planning Inspector
Gives you a vital input into planning decisions in your
community
It becomes part of the adopted “ Core Strategy” of your
local authority
Attached to our Parish Council as a subgroup. We regularly report back to the PC and
request sanction for expenditure
Formalise your procedures and processes
Minutes and accounts to PC standards
Get your “Terms of Reference” adopted by the
PC
State clearly your objectives
Get expertise (if possible) – Skills based
Retired professionals
Planners
Civil Engineers
Architects
Media/PR
Builders/Developers
IT web designers
Balance within team important
What is your geographical area of interest
It can be large or small
Justify why you have chosen your area
Think about adjoining areas
Make an Area Designation Application
through SDC
Produce an accurate map of the area you are
considering
Ensure all current housing and open spaces
are shown
Detail obvious areas of constraint e.g. flood
plains
Who owns what??
What is your vision for your area over the
next 15+ years (remember pro development)
How are you going to achieve your vision?
What are your objectives?
Be prepared to justify your vision and
objectives
You will need a “Critical Friend”
We have engaged a Professional Planning
Consultant
You need to be able to “speak planning

Vitally important to involve ALL areas of the
community
Surveys to gain residents views
Housing needs survey
Stakeholders

Grants of £7000 are available from the
government
Can be used for engaging a consultant

We are currently in the process of site
identification
We held a Public Consultation in February to
show the community our ideas and gain
feed back
Second Public consultation planned for later
this year – Draft Plan
Hugely frustrating process!
NOT helped by Stratford District Council with
so much confusion with it’s core strategy
Worthwhile exercise that has got a lot of
Public interest
We shall complete our plan and hope it is
accepted by the people of Kineton
