ETMF Working Group Charter
•
ETMF Working Group objectives:
•
Business Opportunity:
•
Goal/Benefit:
•
Expected Outcome:
document/analyze existing, “As-Is” state
of core business processes required to develop, manage and deliver training curricula, and
analyze data to determine duplication, inefficiencies, process improvement opportunities to
adjust business practices/rules to maximize IT support resources
legacy systems for authoring/developing curricula,
managing training resources, students and courses created as stand-alone systems,
which, in many cases, do not share information requiring same information to be
manually entered multiple times contributing to data entry errors and wasted manhours of productivity
Maximize efficiencies by aligning legacy systems which support
stand-alone processes into an integrated framework designed to effectively develop,
manage, and deliver training to the end user – analyze high impact areas along the
core value stream – identify 5 to 6 core processes which are target areas of value by
making process improvement, reducing duplication, increasing data validity and
training productivity
list of high value core process/steps that can be
improved and of non-value added/nonessential process/steps that can be killed

it doesn’t get architected”
Enterprise Architecture
Design with the “To-Be” Solution in mind,
“Without Architecture it doesn’t get built”

ETMF Process Issues
Process Mapping: Value Stream Analysis
• Poor Integration Exists Between ETMF Systems
– eLearning /Content Delivery System is not currently integrated with
the Schoolhouse Management System
– Training Content Management System is not automatically integrated
with the Schoolhouse Management System
– The enterprise Scheduling System is not integrated with any other
Training System - (stand alone)
• Processes are Systems Centric
– Legacy systems built to support separate business functions:
(Course Development; Content Delivery; Student/Course Management
and Resource/Asset Management)
• Organization Aligned to Manage Systems Separately
• SMEs are Typically 1-Deep

ETMF Life Cycle Data Mapping
Data Mapping: Authoritative Sources
• Course Master Schedule (CMS) Data –
– Where is it used and by whom?
– Which system is the authoritative? (If AIM change - Policy and Culture)
• Required Resource List (RRL) Data
– Three distinct variations (RRL, ERL, ESL)
• Configuration/Change Management Policy (CCB)
– SOP for producing standard work plan
• Assessments & Surveys – Multiple systems
– Validate Requirements and capability analysis
•
•
•
•
•
•
Course Completions & Man-day Accounting – Currently manually entered
Training Requirements Capacity/Feasibility – Time-consuming, manual process
Class Schedules – Multiple systems with same capabilities
Course Content Creation & Management – Content created & stored at LC/LS
CeTARS Course Entry & Manipulation – Manual, time-consuming, non-intuitive
More (?) - Based on SME Survey Results

Future Integration Opportunities
System Integration: Concept of Operations
• Immediate State - (Enhance)
 Improve Interfaces & Identify Services
 Perform Preliminary Open Architecture (SOA) Analysis
• Interim State - (Redesign)
 Expand CeTARS to include other system’s functionality and eliminate
redundancy and duplicate system functionality
 Improve the Graphic User Interface (GUI)

Future / Ideal State - (Modernize)
Option 1 - Modernize ETMF (SOA Platform) w/Authoritative Data Stores
Option 2 - Develop a Federated ETMF Roadmap
14

ETMF Next Steps
Process Mapping: VSA / CPI – Tollgate Review 9/12
•Identify Stakeholders Responsible for Each Key Process Owners (DONE)
•Finalize VSA documentation and develop ETMF COI within NKO (DONE)
•Determine METRICS for key processes
•Conduct an Ideal/Vision workshop and develop “To-Be” end-state
Data Mapping: Phase Requirements Releases (RRL, Tests/Surveys)
•Continue mapping and critical analysis of data across entire Life Cycle
•Continue critical data target architecture mapping (Logical Data Schemas)
•Finalize and deliver recommendation for assessments tools, RRL/CCB routing
•Leverage Governance Boards (FRBs, CCBs) to perform CM prioritizations
System Integration: Roadmap for SOA / Modernization
•Deliver final version of partial enterprise architecture (Federated Profile)
•Continue to perform SOA analysis and leverage best business practices (e.g., CANES)
•Determine scalability and ratio of e-Learning (IMI) to Instructor led (ILT) delivery

“This project will involve documenting and analyzing
the existing, "As-Is" state of the core business
processes required to develop, manage and deliver

any duplication, inefficiencies, and/or process
improvement opportunities to adjust business practices

Demand Signals
• Functional requirements (Users)
– Changes to functionality
• Technical requirements (FAM, NETWARCOM)
– Compliance driven requirements (IAVA, version
change)
• Policy & Procedures (Stakeholders, OPNAV)
– Changes to the guidance for using an application
or system.
All changes require Executive Sponsor approval

29
NETC Information Governance
•
Our Thinking About Governance Is Too Narrow
– Too Focused on Information Systems (esp CeTARS)
– Not Focused Enough On Information
– Much More Than Managing System Change Requests
•
NETC Problems With Training Management Functions, Processes and Business
Rules Affect Information Management
– Lost Corporate Knowledge,
– Processes and Business Rules With RIT, Multiple Reorganizations (e.g. The
“TPC” Function)
– Production And Quality Of Information
– System Functional & Technical Requirements Not Effectively Specified
•
NETC Information Governance Should Incorporate:
– Support For EIM And Data Stewardship,
– Incorporate FRB/CCB Structure
– Address Functional Area Policy

Envisioned Features & Advantages
33
•
For Naval training staff-members who need to access or update
information about training equipment, the CeTARS “enterprise
Training & Equipment Management (eTEM)” module delivers realtime access to an authoritative data source of training equipment
located throughout the NETC claimancy.
•
By providing Headquarters, Learning Center and Learning Site
managers with software tools to analyze, manage, monitor and
report on inventory oversight responsibilities, eTEM breaks the
paradigm of other schoolhouse inventory systems by linking the
equipment data to the Courses managed within each activity.
•
eTEM will allow users to determine equipment requirements for the
commands training curriculum and, using on-hand inventory levels,
find equipment shortages and excess materials.
