Why Plan?
• Local Government Code, Chapter 213
– Allows a municipality to adopt a
comprehensive plan for the long-range
development of the municipality to
promote public health, safety, and welfare
• City Charter
– The master plan shall contain
recommendations for the growth,
development and beautification of city
territory

Why plan in the ETJ?
• Local Government Code, Chapter 212
– A municipality shall not regulate the use of any building or
property in its ETJ
• Compliance with land use in ETJ will be voluntary,
not regulatory
– Only upon annexation, shall the land use plan in the ETJ
be implemented
• Presents a unified vision for how the community
sees itself in the future
• Provides recommendation for future public and
private investment
