What is Green Building?
Green building is a process that strives to
create and renovate aspects of the built
environment to make them more
environmentally sustainable.
It goes beyond vertical aspects of
construction to include landscaping,
development, housekeeping and
maintenance, and municipal operations.

What is a green building program?
Green building programs have been created
to promote, foster, and create incentives for
green building in a particular area.
The mechanism most widely employed is a
set of voluntary standards that apply to
differing building sectors.
Elements of Green Standards
Voluntary and flexible.
Performance, not prescriptive.
Generally a long list of “options” that lead an applicant
down a path to achieve a goal.
Option list includes leveraging of other established national
and state programs rather than “reinventing the wheel”.
A point system is generally employed to gauge achievement
of the goal.
Why Standards vs. BMP’s?
Suggests a goal to be achieved.
Shows that same goal can be achieved
many different ways.
Involves 3rd party certification.
Provides market differentiation.
Mechanism to create incentives.
We are not alone.
NAHB has collected info on approximately 30
green building programs with residential
standards operating throughout the US and
under development.
Most green building programs focus on a
particular metro area, with funding and
operations under a local government agency
(solid waste department, municipal utility,
etc.) or other local entity (home builders
association, etc.)
Why a Statewide Program?
Presents a unified concept.
Presents clear and meaningful
principles on which qualification and
marketing are based.
Trying not to dissociate the
marketplace or the industry.

In order for a municipality to undertake requirements of a green
standard, various departments must communicate in order to
determine what has been done, and what needs to be done.

Foster communication between various departments
to better achieve common goals.
Educate people within the community as well as
other communities.
Increase penetration of green homes, commercial
buildings, and land developments.
Provide municipalities with a “tool box” to help them
evolve.

• Utilize select cities and counties with demonstrated green
interest to act as pilots.
 Basis for criteria: collect info about “green”
accomplishments that have already been
done, along with future plans.
• Build upon criteria: Extract policies and future goals of
statewide organizations involved with the environment or

• Lead by Example: What green processes does the
municipality commit to in-house.
• Control: Incentives, regulations, or ordinances that foster
green building.
• Education: Steps taken to educate municipality staff, local
industry professionals, and citizens.

• Lead by Example:
• Become a member of FLERA.
• Create urban heat island reduction program.
• Develop and implement invasive species removal plan.
• Control:
• Offer local tax based or other AFV incentive.
• Enact habitat preservation ordinance.
