What is Child Pornography ?
Defined differently by individual countries
Under US Law :
Images of children (under age 18) engaged in
sexually explicit activity, with or without others
involvement
Images which depict a “lewd and lascivious
display” of a child’s genitalia-- meant to elicit
sexual arousal in the viewer

Does Not Include:
Erotic stories involving children
Nudist images
At beaches, swimming pools, family events, etc
Written fantasy stories regarding rape,
bestiality, or sexual attraction to children
Pornographic or erotic images of adults

No need for expensive photo equipment or the risk of
outside photo development
Child Pornography “collections” are more easily
organized, concealed, stored and transported
Chat rooms are effectively used to identify and
groom potential victims
Increased number of children using the internet
creates a “target rich environment”

Early to middle teens
Boys rarely report victimization due to stigma
Girls often “in love” with offender (father
figure)
Vulnerable Victims: Often from dysfunctional
families - looking for worth and validation
outside the home
Usually have unsupervised access to the

Coordinated Law Enforcement Effort
Initiated in October 2004 with six countries
Numerous leads sent out by the IIITF in support

FBI Initiatives in Indonesia
FBI Legal Attaché Office in Jakarta has
designated Child Sex Tourism as a priority
Government crackdowns in Thailand, Cambodia and
the Philippines are expected to push the CST problem
to Indonesia and other countries in Southeast Asia
FBI jurisdiction in Indonesia is limited to joint
investigations with the INP targeting U.S. Citizens
traveling to Indonesia to engage in illicit sex acts
FBI does not have jurisdiction to investigate U.S.
Expat Offenders residing in Indonesia

FBI Initiatives in Indonesia
CST Assessment Conducted in 2012
Joint effort between INP, AFP and FBI over an 8
month period
Established working relationships with NGOs in Bali
and other areas
Objective was to assess the CST Problem in tourist
areas such as Bali, Batam and Lombok
No US Citizens were identified as current Child Sex
Tourists during this assessment
CST problem does exist in Bali and Batam and it is
likely that US Citizens are involved

Future Cyber Strategy:
Utilize Experienced FBI Agents Posing Online as
Children to Identify Potential U.S. Citizen
Offenders in Indonesia – Successful in the U.S.
Provide Training to INP Investigators to Conduct

Provide Software to INP to Assist in Online Cyber
Investigations
Continue to rely on NGOs for reporting incidents
