What are we are going to tell you?
Review the Personnel Security Process from the point
where you are notified a soldier is coming, to his/her
departure or retirement.
Along the way, we will discuss:

PERSONNEL SECURITY PROGRAM
Definition: The process by which the trustworthiness of
persons to handle classified materials is determined.
Purpose: To protect the national security interests of the
United States by ensuring the reliability and
trustworthiness of those to whom information vital to
those interests is entrusted.
Principal Objective: To ensure that only eligible individuals
are given access to classified information or materials and
to ensure that those individuals remain suitable for
continued access to classified information or material.

The “Clearance”
• Clearance: official affirmation of trust awarded an
individual based on a favorably completed investigation.
[“The license to grant access”]
• level of access is determined locally [Commanders
control].
• Clearance and access are different .
• having a clearance does not require that access be
granted.

The “Clearance”
• Interim Clearances:
• Commanders may grant provided the investigative
requirements of AR 380-67, para 3-400 and 3-401
are met.
• Commanders may not grant access to SCI!
• Final Clearances:
• granted by US Army Personnel Central Clearance
Facility (CCF).

Get a Life!
Three “lifespans” concern us:
1. Investigation - It lives for five years, except during a
moratorium.
2. Clearance - It lives as long as the investigation is
considered alive or “valid”; but it can be killed - by
derogatory information before the investigation
lapses.
3. Access - Local commanders create and destroy at
will; based on the needs of the organization. The life
of your access depends on “Need to Know”.

Incoming Soldiers
1. Talk to your S1 to find out who is coming and when.
2. Determine where the soldier is currently assigned.
3. Appoint a sponsor. Ensure that a welcome letter is sent
to soldier and include clearance information and your
telephone number.
4. Contact the soldier and the losing unit security office.
5. Call / write / FAX G2 to check clearance status of
incoming personnel (OCONUS units).
Bottom Line - identify all incoming personnel. Never let someone
arrive unless you know their clearance status in advance.

Incoming Soldiers
If they are cleared and SCI eligible:
• Request Green Mailer/DA Form 873 from CCF [via
message or by DA Form 5247-R (fax or mail)].
• Request a TIS from the losing unit [if still at unit] or
request report of de-brief (if departed from unit).
• Call CCF for verbal authorization to indoctrinate (if
soldier arrives with no notice).
• Call or e-mail G2 if you need assistance.

Incoming Soldiers
Transfer-In-Status [TIS]: process by which an SCI
indoctrinated person moves from one assignment to
another without being de-briefed. Individuals with
waivers are exception, unless in CMF 33 or 98.
Process:
• Gaining command requests the losing command
initiate a TIS.
• The losing command completes action with formal
message.
• A message may be sent by losing command to ask if
individual will need SCI access at new station, if the
gaining command doesn’t request.

Incoming Soldiers
If a soldier arrives without a clearance:
1. Submit PSI packet via EPSQ to DSS or OPM
immediately .
2. Check block 6 of DD Form 1879 for advance notice of
NAC results (for DSS cases).
3. If individual had a NAC before and it is less than 5 yrs
old, submit compelling need request to CCF quickly.
4. Otherwise, wait until NAC is completed, then submit
compelling need to CCF, by most expeditious means.
5. If you do not receive advanced notification of NAC
closure, call CCF or the G2.

Submitting Requests for Investigation
• All civilian personnel initial investigations and periodic reinvestigations (PRs) are submitted to OPM using a hard
copy of the EPSQ or the SF86 and the OPM cover sheet.

• All military and contractor personnel submit EPSQ
packages to DSS. All DSS cases must be submitted
electronically.

Periodic Re-Investigations (PRs)
• Submit before the 5 year mark of the investigation
date, but not before the 4 ½ year point!
• Packages are submitted to DSS (EPSQ electronically)
or to OPM (EPSQ hard copy) as appropriate.

Verification Of Data
Prior to submission of initial investigation packet to DSS
or OPM verify:
• Citizenship of individual, date and place of birth.
• Most recent claimed education.
Education may be verified through: personnel records,
data bases, or diploma.
• For DSS cases: If you cannot verify, indicate so in
item 18 of DD Form 1879.
• For OPM cases: Complete the education block on
the OPM cover sheet.

Spouse National Agency Check/
Local Agency Check (NACLC)
• A NACLC on the employee’s spouse/cohabitant is part
of an SSBI.
• If marriage/cohabitation occurs to foreign national:
• Initiate NACLC on the spouse/cohabitant;
• Send SF 86 and DD Form 1879 to CCF;
• CCF will submit packet to DSS and notify the
command of continued eligibility or ineligibility for a
clearance.
• If marriage occurs to US Citizen subsequent to SSBI,
the NACLC is conducted during the next PR investigation.

Non-Disclosure Agreements (NdAs)
Legally binding agreement required prior to actual access
to classified information.
• SF 312 (Collateral); SF 1847-1 (SCI); DD 2836
(SAP); Form 4414 (HCS).
Records:
• SF 312 - send to:
Enlisted personnel: Commander, U.S. Army Enlisted
Records & Evaluation Center, ATTN: PCRE-FS, Fort
Benjamin Harrison, IN 46249-5301.
Officers: U.S. Total Army Personnel Command, ATTN:

Non-Disclosure Agreements (NdAs)
Records (Cont’d):
• SF 312 (cont’d):
Civilians: original form retained in the official
personnel file.
• SF 1847-1: forward original forms to G2 monthly in
alphabetical order with a typed cover memorandum
listing all names in alphabetical order.
• DD 2836 (SAP): varies according to program;
check with the individual Program Security Manager
(PSM).
• Form 4414 (HCS): file the original form in the
individual’s local security file.

SCI Access Management
• No “formal” billet structure required - informal
justification (written) suffices.
• “B” justifications forwarded to INSCOM - specific format
required.
• Numbering Required for Administration
• Numbering System - 20XXSSSSS
• 20 = INSCOM / XX = MSC / SSSSS unit assigns
• Annual SCI Access Report required IAW AR 380-28.

Reporting Adverse Information
• Credible derogatory information outlined in AR 380-67
and DoD 5200.2-R.
• Report information on both cleared and uncleared
personnel to CCF via DA Form 5248-R.
• Always include the commander’s recommendation and
fully support reasoning in writing.
• Reporting derogatory information does not always
mean the individual will lose his/her clearance.

Suspension of Access / Revocation of Clearance
Access:
• Controlled by Commanders.
• Suspensions can be done locally with sufficient
reason (in writing) and may not exceed 90 days
without CCF’s consent.
Clearance:
• Revocation actions controlled by CCF.
• Always a formal process - written notification by
CCF.
• Individual’s right of appeal.

Process of Revocation
Steps:
• Individual receives a Statement of Reason from CCF
stating CCF’s intention to deny clearance.
• Individual has the opportunity to refute / mitigate this
letter.
• CCF responds with either reinstatement or a Letter of
Denial of Security Clearance.
• The individual has a right to appeal the decision
(details on the next slide).

Letter Of Denial - Individual’s Rights
• Right of appeal/personal appearance before an Admin
Judge.
• personal appearance scheduled (~30 days);
• individual may be represented by counsel (own
expense);
• only appellant & lawyer permitted at hearing;
• individual may make oral presentation and present
documents relevant to the case.
• The judge generally forwards a written recommendation to
the Personnel Security Appeals Board (PSAB) within 30
calendar days.
• PSAB renders decisions ~ notifies CCF ~ notifies the
individual of the results.

Investigative Dossier Requests
• Individuals may request their investigative dossier
under the Freedom of Information Act.
• full name, SSN, DOB & POB must be provided;
• signature must be notarized by a Commissioned
Officer.
• Request should be sent to:

Foreign National Contacts
• Reporting of foreign contact is usually restricted to
identifiable exploitation attempts, such as an
individual being approached by a person attempting
to gain unauthorized access to classified information.
• Routine reporting of incidental foreign contacts is
not normally required.
• See AR 380-67 for specific guidance.

Reporting Foreign Travel
• Report foreign travel (unofficial and official).
• AT/FP training is required prior to PCS, TDY, or leave orders
outside the U.S. and its territories or possessions.
• Maintain a record of travel dates and countries visited.
• DoD Foreign Clearance Guide (FCG) 4500.54-G, 5 Feb 94
• Department of State travel advisories available on the web.
• Area clearance required from US authorities for visits to
certain areas.
No Restrictions, but keep records for your next PR.

Visit Certification Policy
Passing clearances to another location:
• The authorized DI/Trigraphs of SI/TK/G/B/HCS are
unclassified.
• The fact of COMINT categories is unclassified.
• However, SSNs are protected under the Privacy Act
and are For Official Use Only. Use secure transmission
whenever possible (see AR 380-5, Chapter 5).

Record Keeping
• Individual personnel files:
- Green mailer/TIS message/debrief message
- Copy of DA Form 873*
- DD 1847, SCI indoctrination memorandum
- Visit/Perm Certifications
- Adverse information (if any)
- Foreign contact/travel information
- Security education/training records
• Master personnel list/record with age of investigations.

Debrief / Retirement / Out-Processing
• Cancel visitor/perm certifications pertaining to the
debriefed individual.
• NdA Disposition:
- Sign DA Form 2962, Security Termination
Statement and retain for 2 years. When this form is
signed, access ends.
- Remind individual of the on-going responsibility to
protect national security information.
• Administrative Debrief

A Final Word
• We love nothing more than preventing needless time
lost for the lengthy clearance process.
• Never let a soldier arrive without a clearance or having
initiated an investigation.
