TAIEX Technical Assistance and Information Exchange Instrument

TAIEX
In operation since 1996, TAIEX provides centrally managed short-term technical assistance in the field of approximation, application and enforcement of legislation. Its services are complementary to the several alternative assistance programmes the European Commission offers to new Member States, candidates for accession to the European Union, and the countries of the Western Balkans .

assistance
as well as a
broker
between the concerned institutions and European Union Member States for the delivery of appropriate
tailor-made expertise
to address problems at short notice

TAIEX
is
demand driven
in that most of the assistance provided is in response to requests from the beneficiary Countries, the Commission Services and Member States. TAIEX is also
strategy driven
in that requests are addressed in accordance with the priorities identified by the Commission. The strategic approach is also evident in the large number of TAIEX’ own initiatives.
The TAIEX mandate
for assistance covers the following countries
:
Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovak Republic, Slovenia Bulgaria, Romania and Turkey [and now Republic of Croatia] Turkish Cypriot Community in the northern part of Cyprus Former Yugoslav Republic of Macedonia, [Republic of Croatia], Bosnia and Herzegovina, Republic of Albania, Serbia and Montenegro and Kosovo (as defined in UN Security Council Resolution 1244 of 10 June 1999) Cooperation of SME Associations in Europe 25
TAIEX’ main tasks are:
•To provide technical assistance and advice on the transposition of the Acquis Communautaire into the national legislation of beneficiary countries and on the subsequent administration, implementation and enforcement of such legislation. •To provide technical training and peer assistance to the officials of the administrations of the 10 Member States, who remain beneficiaries of TAIEX assistance.
•To provide programmed technical assistance to the countries of the Western Balkans. •To be an information broker by gathering and making available information on the Community Acquis.
•To provide database tools for facilitating and monitoring the approximation progress as well as to identify further technical assistance needs. Cooperation of SME Associations in Europe 26
TAIEX services are only available for: officials working in public administrations
in •New Member States •Candidate Countries (Bulgaria, Romania, Turkey and Croatia) and the •countries of the Western Balkans (Albania, Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Serbia and Montenegro, and Kosovo1). Officials in line Ministries dealing with community legislation, staff from regulatory or supervisory bodies and inspectorates, officials in notified bodies which implement or enforce legislation can
draw on TAIEX
services
as well as officials
in Parliaments, the Judiciary and Law Enforcement Agencies, Municipalities,
Social Partners, Private Sector Associations etc
.

The European Bank for Reconstruction and Develop ment was established in 1991 to support to nurture a new private sector in a democratic environment. To day the EBRD uses the tools of investment to help build market economies and democracies in 27 countries from central Europe to central Asia. The EBRD is the largest single investor in the region and mobilises signific ant foreign direct investment beyond its own financing. Owned by 60 count ries and two intergovernmental institutions it invests mainly in private enter prises, usually together with commercial partners. The mandate of the EBRD stipulates that it must only work in countries that are committed to democratic principles. Respect for the environment is part of the strong corporate governance attached to all EBRD investments.

micro and small business finance
The Group for Small Business supports Micro and Small Enterprise (MSE) programmes through financial intermediaries. These programmes enable small businesses to access formal finance, which is often an obstacle in the Bank's countries of operations. In addition to working with existing banks, the EBRD helps establish microfinance banks and non-bank micro finance institutions. Long term sustainability of MSE activities is ensured through institution building and training on appropriate lending procedures. Hence, the programmes support economic development as well as social stability. Cooperation of SME Associations in Europe 29
micro and small business products and strategy
The EBRD provides lending partners with innovative products by responding to changing market conditions and client needs. The strong portfolio of micro and small enterprises (MSE) finance products helps the EBRD retain its posi-tion as one of the most successful MSE investors in the region. To maximise the leverage of its funding, the Bank also provides technical assistance which focuses in institution building and creating MSE lending expertise.
