Velká státní podpora bankám
Parliamentary approved amounts of state aid in the period 10/2008-10/2011 in the EU:
€1.6 bil. (13% of EU GDP) státní podpory bylo vynaloženo na podporu bank v letech
2008-2010
Kromě toho byla centrálními bankami poskytováno velké množství likvidity
V rámci eurosystému bylo poskytnuto centrálními bankami prostřednictvím
měnových operací více než € 1.1 bil. (do poloviny roku 2012)

Případně dát taková doporučení, aby evropský bankovní systém byl:
Bezpečný, stabilní a efektivní
V doporučeních se skupina měla snažit o:
Snížení rizik v bankovním systému jako celku,
Snížení rizika toho, že by se jednotlivé firmy mohly stát rizikem pro finančním systém
Reducing the risks that individual firms pose to the financial system
Snížení rizika, že vlády budou muset použít peníze daňových poplatníků, a to zejména
snazším „výstupem“ ze sektoru i pro velké a komplexní instituce

Činnosti oddělené do „trading entity“:
„proprietary trading, market-making, and loans/loan commitments/ unsecured credit
exposure to hedge funds, SIVs, and private equity investments“
Činnosti povolené v „deposit banks“:
Transakce pro klienty, které zůstanou v rozmezí stanovených rizikových limitů (15-25%
celkových aktiv, resp. 100mld eur);
Upisování dluhopisů apod. (Securities underwriting).
Činnosti povolené pouze v „deposit banks“:
Financování pojištěnými vklady.
Poskytování platebních služeb.
