Direct Deposit
• Mandatory for all state employees
• May directly deposit funds into any regular checking account at one banking
institution
• Eligible for membership with the State Employee’s Credit Union (SECU) www.secumd.org
(May set up a payroll deduction to have funds transferred to SECU account. Only
instance where you can have funds going to more than one banking institution.)

Eligible Dependents
In addition to an Affidavit for Dependent Eligibility form, verifying documentation must be
submitted for each dependent you wish to enroll, and as such, coverage is contingent upon
receipt of that documentation. Coverage may be terminated and claims payment denied if
documentation is not received by standard UMUC deadlines.
Dependents eligible for coverage include:
• Spouse: Opposite Sex/Same Sex
• Children: biological, adopted and/or step-child under age 26
• Grand-child under age 26 who reside in your home*
• Step-grandchild or other dependent child relatives under age 26 who reside in your home*
• Legal ward, Testamentary, or Court appointed guardian under age 26 who reside in your home*
• Child with mental or physical incapacity over age 26 incapable of self-support due to mental or
physical incapacity incurred prior to age 26
• Medical Child Support Order

*Please refer to the “July 2013-December 2013 Premium Rates” document at
www.dbm.maryland.gov/benefits for important tax information when covering these dependents who

Health Benefits Payment Process
• Adjunct Faculty are eligible to enroll in state offered health benefits
under the Direct Pay Program
• Direct Pay Program Enrollees:
o Pay the full cost of a selected benefit (i.e. unsubsidized) under
“Direct Pay” rates
o Are not eligible to pay benefit premiums via automated payroll
deduction
o Will have a coupon booklet mailed to their address of record
from the MD State Employee Benefits Division (EBD)
o Are responsible for mailing premium payments each month
directly to EBD to maintain elected benefits

• An Income Protection Program
• Maximum Income Benefit equal to 60% of employee’s salary up to $8,000 per

or in a facility when assistance with activities of daily living is

Benefits Election Changes
The State of Maryland Employee Benefits Division (EBD) offers an Open Enrollment
period for benefit election changes.
Open Enrollment:
• Is a limited window of time for employees to:
o make changes to current benefit elections
o enroll for the first time if coverage was previously declined
o cancel current coverage
• Typically occurs on an annual basis, with dates determined by EBD
• Announced through multiple channels by UMUC Total Rewards and typically
includes a Benefits Fair
• Will not change or discontinue an employee’s existing elections
If no action is taken by an employee during open enrollment, their current benefit
elections will continue as elected; however:
o Exception: Employees must re-enroll in Flexible Spending Accounts (FSA)
each Open Enrollment period to continue FSA contributions

Qualifying Status Changes
Outside of Open Enrollment, the only other time benefit election changes are
permitted after initial hire/transition into a benefit eligible position are for certain
qualified status changes. A change in status allows for limited changes to health
coverage.
• These qualified changes include but are not limited to: birth/adoption,
marriage/divorce, loss of coverage for self, spouse or dependent, etc.
o Example: If you decline to enroll yourself, a spouse or dependent because of
other coverage, you may be able to enroll in the future if you, a spouse, or
dependent lose that other coverage.
• Enrollment forms with supporting documentation must be submitted within
60 days of the qualifying change
• Refer to the State of Maryland Benefits Guide for additional detail on qualifying
status changes and the supporting documentation required
• When possible, it is strongly recommended you email [email protected] in
advance of or immediately upon a qualifying status to ensure a seamless
transition
