Motivation for updates
• From an industry standpoint, we need a complete standard in mid 2010.
• Our 802.16m System Requirements Document (SRD) have a lot of features
and we cannot complete all of them in the time line we originally planned.
• We also need a 802.16m draft standard as a stable reference for basing the
IMT-Advanced Proposal
• Core PHY, MAC features for IMT-advanced simulations need to be
complete by May session
– First set of system simulations need to be run for link budget and performance
compliance by the July session.
– In July we need to review the results and make any feature updates necessary
– We need to run final simulations by Sept session
• So we need to discuss this week how to update the work plan.
– Basic idea is to figure out what high level features beyond the IMT-Advanced
features in the SRD that can be considered for staging.
– How to achieve staging of the work from a process standpoint
– Prepare updates to the work plan to achieve the staging we desire

Steps in radio interface development process:
Step 1: Issuance of the circular letter
Step 2: Development of candidate RITs and SRITs
Step 3: Submission/Reception of the RIT and SRIT proposals
and acknowledgement of receipt
Step 4: Evaluation of candidate RITs and SRITs
by evaluation groups
Step 5: Review and coordination of outside evaluation activities
Step 6: Review to assess compliance with minimum requirements
Step 7: Consideration of evaluation results, consensus building
and decision
Step 8: Development of radio interface Recommendation(s)
Critical milestones in radio interface development process:
(0): Issue an invitation to propose RITs
(1): ITU proposed cut off for submission
of candidate RIT and SRIT proposals
