E-MBS DG Goal
• To draft E-MBS amendment text that can be
adopted in D2 during Session #63.5 (Hawaii)
– Must have very high level of support (75% required
for adoption)
– Must be fully specified and self-consistent; cannot
contain major placeholders or vague text for which
protocols/procedures will need to be specified later.

E-MBS DG Strategy
• Use the DG to specify a simple baseline E-MBS
system
– Stick to a modest scope and to basic operational E-MBS

acceptance requirement
• Extensions and more advanced E-MBS features may
be considered at Hawaii if it finds > 75% support or
as LB comments against the D2 or later drafts.

September 9th – DG Chairs to release the second draft based on comments
received by DG members
September 11th – Members to comment on the second draft
September 12th – DG to release a third draft based on comments received by DG
members
September 14th – Comments on the third draft due
September 15th – DG chairs to release a fourth draft based on comments received
by DG members
September 17th – Comments on 4th draft due
Comments received on the 4th draft will be dealt with in Hawaii
(All Deadlines are 9PM PST )
The DG will also schedule conference calls for addressing comments from members
before Hawaii meeting
