Jurisdictional Boundary
Operation and maintenance of the Linear
Accelerator Facility are the responsibility of the
Accelerator Systems Division (ASD).
Operation and maintenance of the NEH facilities
are the responsibility of the Experimental
Facilities Division (XFD).
The Front End Enclosure (FEE) is at the
boundary.
Treaty document signed March 13, 2009.

Front End Enclosure
The FEE will be managed and operated by the
ASD.
All FEE controls are operable from MCC, subject
to policies in the ASD Operations Directives.
An ASD Area Manager has been assigned to the
FEE to oversee maintenance and installation
work.
The Accelerator Division Safety Officer (ADSO)
has safety oversight responsibility for the FEE.

Photon Beam Lines
XFD will provide technical leadership for the
design, construction, and commissioning of
photon beamline equipment and techniques.
A designated XFD Photon Scientist will have
authority to replace, modify, adjust, and operate
photon beamline devices in the FEE, subject to
ASD work control and safety oversight.
XFD will develop operating configurations and
documentation for routine beam operations.

Authorization for Beam Operations
ASD is responsible for safety of beam
operations up to the last stoppers in the
FEE.
Operations are subject to the Beam
Authorization Sheet (BAS) which has been
extended to include the FEE.
The BAS is developed by the Radiation
Physics Department in close collaboration
with the ADSO and ASD Operations staff.

Authorization for Photon Beams
Photon beams beyond the FEE are the
responsibility of XFD.
Photon beam operation in the NEH will be
subject to a Beam Line Authorization
sheet, similar to the BAS, developed by
the Radiation Physics Department in
collaboration with the XFD staff.

Personnel Protection Systems
The Personnel Protection System (PPS)
for the Linear Accelerator Facility through
the FEE is operated by ASD staff from the
MCC control room, subject to ASD policies
and procedures.
The PPS for NEH hutches will be operated
by XFD staff and users from the NEH,
subject to XFD policies and procedures.

Photon Stopper Controls
The stoppers in a photon beam line in the FEE can be
opened by users in the NEH, but only when:
1.) The stoppers have been enabled by the ASD MCC
Operations staff,
and
2.) The hutch has been enabled (“put online”) by an
authorized XFD staff member.
and
3.) The hutch is in a search-secure condition (by PPS
interlocks).
The “enabling” operations are done with separate keycontrolled switches, subject to BAS and BLA
requirements.

Program Control
Long term scheduling issues are resolved by the
Accelerator Scheduling Committee, as described
in SLAC Guidelines for Operations.
Medium term scheduling issues will be sorted
out through close on-going communication
between XFD and ASD operations staff.
ASD holds daily progress and maintenance
coordination meetings in MCC where short term
scheduling and maintenance issues are
identified and resolved or escalated.

Historical Precedents
Many years of experience with the
PEP-II/BaBar and Linac/ESA programs
have shown that this model can be very
effective for managing a technically
demanding operations program consistent
with a high standard of safety.

In summary,
We have a dedicated staff of experienced
physicists, engineers, and technicians ready to
provide photon beams to serve the user
community.
We have a mature system of policies and
procedures to ensure safety and effectiveness in
the operation and maintenance of the facility.
We have a marvelous new machine, and we are
eager to run!
