leader
He or she is in charge of overseeing the
program
Responsible for the program and its
implementation and future success
These
are people whose main responsibility
are to oversee the day-to-day aspects of
program delivery.
Work
closely with the project
director/manager
A
term used for those agencies, units,
community-based organizations, schools,
museums, etc. that work to provide services
and/or activities in order to create the
program
Individuals or groups who participate in the
program and/or receive services
One
who is currently employed or has an
affiliation with the agency or unit overseeing
the implementation of the program
An
evaluator (usually considered a
consultant) who has no affiliation with the
agency or unit implementing the program.
The
external evaluator is “temporarily”
employed in order to conduct the evaluation
Both
internal and external evaluators collect
formative and summative data as part of the
evaluation process
Formative data is often provided along the
way to help the program developers or
directors make the necessary modifications.

• Hiring of qualified staff and all staff hired
• Feedback from any training
• Weekly observations of program execution
Outcomes
measured by more standardized
assessments
o Example:
• Increase in student performance on state or
math test
• Increase in student graduation rate
