INTRODUCTION

In an economy where the knowledge starts to be
the true capital and the most important motor of
development, education system confronting new
challenges as regards the performance and
responsibility.
 The performance and the responsibility can be
obtained only if exists a real autonomy of
university.
UNIVERSITY MANAGEMENT MUST KEEP IN COUNT OF

Existing realities
 Challenges which must face them
 Adapting step by step of the society changes.
ACADEMIC AUTONOMY
Universities must operate by these principles:
 Autonomy



Freedom in taking decisions
Responsibility
Transparency
ACADEMIC AUTONOMY

It must be create an accessible legislative and
coherent cadre in choosing the right decision
at the right time and to be congruent with the
personal needs.

To be allocated financial resources.
ACTUAL SITUATION


At this time there is no real autonomy because the
Ministry of Education still has a bigger control of
universities (the ministry approves any expenses from
the budget or private incomes).
University autonomy resumes only of academic
autonomy:
 establishing the management structure
 proceeding of education system
 selection and promotion of didactic staff
ACTUAL SITUATION

Financial plan
 University autonomy is accomplish, as regard
the management, according to the law, of the
allocated funds from the national public
budget or emanated sources, according to the
criteria concerted with the Ministry.
SOLUTIONS IN AUTONOMY DEVELOPMENT

To accomplish this desideratum, Romanian
universities need of:
 freedom in taking decisions
 the raise of funds
 renouncing at bureaucratic barriers in
managing the universities
 legislation regarding the acquisitions which
keep up the system’s realities
THE RESULTS OF UNIVERSITY’S AUTONOMY
WOULD BE

University autonomy should lead to:
 flexibility in taking decisions
 grater responsibility in taking decisions
 competitive management who respond of the
institution’s needs
BUREAUCRATIC BARRIERS

University management confronting with:
 dependence on ministry
 unrolling funds by treasury
 application of complicate procedures of
acquisition
BUREAUCRATIC BARRIERS

The procedures of acquisitions, inadequate to
the specific activity of the university and
specially research activity, are characterized
by:


The terms of unwinding procedures are not
correlative, financial allocation and terms to delivery
of contract phases, too
It’s not allowance of university specific (technique,
architecture, music, etc.)
FINANCING UNIVERSITIES

In recent years, assigned funds increased, but
they are still insufficiently comparing to the
existing needs
 It must taking measures to improve financing,
by:


Increasing education budget, till 10% from PIB
Doubling the budget allocated to research activity
FACTORS TO TAKE INTO CONSIDERATION
The universities are not generators of
intangible assets
 The results appear in time, not
immediately
 The society must fund an important
amount to obtain good results

PROMOTING A MODERN MANAGEMENT

It must pass to a new phase that changes the
status of the university from a simple
administrator of the allocated funds to a selfgoverning status, while the ministry only
remaining role is to establish the political and
development strategies
 It is a required step which must be done by the
university to make it able to develop itself
THE MESURES WHICH MUST BE ADOPTED BY THE
UNIVERSITY

The Universities must adopt next measures:
 To open themselves to the nonacademic
space (public institutions, economic agents,
etc.)
 To grow the transparency within the
university, but mostly outside of it
THE ROLE OF THE UNIVERSITY IN THE SOCIETY

University is:
 A vector of changing
 Directly involved in the economical, social
and cultural life of the cities and countries
THE GROWING UNIVERSITY’S ROLE IN SOCIETY

Universities must have an important role
 Elaborating development strategies of the
society on a long or short period
 Involving in establishing morals value of the
society
CONCLUSIONS

Disposing of a necessary autonomy, the
universities may introduce in their developing
strategies objectives who integrate them in the
society of the globalization and also in the
knowledge economy
 Also, the universities could be an integration
motor in this society and for the entire
community where it has its establishment
