THE PRIMARY ROLE OF THE ELT IS TO
PROVIDE FEDERAL AND STATE
EMERGENCY MANAGEMENT OFFICIALS
WITH TIMELYAND ACCURATE
TRAFFIC/EVACUATION RELATED
INFORMATION DURING MULTI-STATE
HURRICANE THREATS.
1. PROVIDE AN OVERALL LIAISON
FUNCTION, CLEARINGHOUSE AND
CENTRALIZED COMMUNICATION
LINK BETWEEN THE STATES,
REGION (S), FEMA HQ (EST) AND AS
APPROPRIATE OTHER AGENCIES
AND THE MEDIA
2. RECEIVE, COMPILE AND ANALYZE
VITAL INFORMATION, SUCH AS:
• STATUS OF EVACUATIONS (LOCAL, STATE, INTER- STATE)
• TRAFFIC FLOWS/COUNTS/SPEEDS/ETC.
• PROBLEM AREAS (EXISTING AND ANTICIPATED)
• AVAILABILITY OF SHELTERS/ROADWAY ASSISTANCE
• EMERGENCY MESSAGES/INSTRUCTIONS/PSA’S
3. DISSEMINATE THE APPROPRIATE
INFORMATION VIA:
• WEBSITE
• VIDEO CONFERENCE
• TELEPHONE/TELECONFERENCE
• E-MAIL
• FACSIMILE
UTILIZING
• COMPUTER FORECASTING/MODELING
• GIS GRAPHICS/MAPPING
• TEXT PRODUCTS
4. ASSIST IN PROVIDING THE NECESSARY
DATA, ANALYSIS, INTELLIGENCE, ETC., TO
FACILITATE EVACUATION,
PREPOSITIONING, STAGING AND REENTRY
PLANNING, DECISION MAKING AND
PROBLEM SOLVING.
THE ELT WILL CONSIST OF NO LESS
THAN THREE MEMBERS ON DUTY,
ASSIGNED AS FOLLOWS:

• STORM HAS POTENTIAL TO BECOME
INTENSE (CAT 3-5)
• STORM POSES THREAT TO MULTISTATE AREAS
• POSSIBLE EVACUATION REQUIRED
WITHIN 24-36 HOURS
• HLT/ROC ASSESSES NEED FOR
ACTIVATION, OR
• STATE (S) REQUEST ACTIVATION
