History of RA 6966
• SB no. 916 – an Act to regulate the
practice of librarianship in the Philippines
introduced by Sen. Eva Estrada Kalaw
submitted to the Senate on May 6, 1968
• HB 17617 – an Act to regulate the
practice of librarianship in the
Philippines, sponsored by Congressman
Aguedo Agbayani, referred to the
Committee on Education and came out
as a Committee Report 4817
recommending approval on May 5, 1969.

History of RA 6966
• SB no. 144 (7th congress) – an Act to regulate
the practice of librarianship in the Philippines
introduced by Sen. Eva Kalaw and filed on
February 3, 1970 referred to the Committee
on Laws the same day
• UP Law Center drafted a bill –
– an Act to regulate the practice of
librarianship in the Philippines which was
attached to the letter of Prof. Candida C.
Agcaoili dated October 22, 1973
– the Act recommends the issuance of a
decree professionalizing library services
then filed in the Office of the President.

History of RA 6966
• UP Law Center drafted a bill
– On June 4, 1974, Atty. Ronaldo Zamora,
Asst. Executive Secretary replied that this
office was not inclined to act favorable on
the proposal upon advice of the PRC that
library profession does not affect life or
property, nor is it vested with public
interest, its criterion for regulating a
profession.
• With the passage of PD1006
(professionalization of teachers), the bill
drafted by UP Law Center was refilled and
reached the study room of the then Pres.
Marcos on March 20, 1980.

• Pambansang Batas 957
– an Act to regulate the practice of
librarianship in the Philippines was
introduced by Assemblymen Baterina,
Roman, and Zapanta
– the act was referred to the Committee on
Civil Service and on Education on March
24, 1981
– the act was transmitted to the Committee
on April 16, 1981 and reported for
consolidation with PD 425 (Omnibus
Professional Code).

• Batasan PB21
– an Act to regulate the practice of
librarianship in the Philippines was
sponsored by Committee on Service and
Sub Committee on Professionalization. Snap
election and people power affected the
reporting of Professional code.
• SB no. 251
– an Act to regulate the practice of
librarianship in the Philippines was
introduced by Sen. Ernesto Maceda and
later on referred to Committee on Education
afterwhich, the act was reported out as
Committee report 172 on April 25, 1988.

• Bill 5716
– an Act similar to SB no. 251 was
sponsored by Congressmen Padilla,
Badon, Jr., Garcia, Jr. and Monfort.
– It was referred to the Committee on Civil
Service with Congressman Renato
Dragon as the Committee chair.
– In the public hearing called by the
Committee on former PLAI president, UP
Dean Rosa Vallejo defended the
proposal. PRC representative were also
present.

• Bill 5716
– On October 5, 1988, Commissioner Julio
Francia Jr. of PRC reported to
Congressman Dragon the requirements
in regulating librarianship in the
Philippines.
• RA 6966
– the Act regulating the practice of
librarianship in the Philippines was
signed and approved by then Pres.
Aquino on September 19, 1990.
