Procedure for the Preparation of Project HSE Plan:

Purpose / Scope:
This procedure describes the process of developing and implementing
an HSE plan for projects. The purpose of this plan is to: Enable an estimate of time and resources requirements to implement
Project HSE objectives at early stage of the project.
 Ensure that the requirements and expectations of the KOC HSE Policy,
2020 Strategy, and Regulatory requirements are addressed.
 identify and assesses potential hazards and risks using appropriate
tools.
 Identify key activities, roles and responsibilities, meeting project goals
 Ensure risks are mitigated through risk management techniques.
 Enable an estimate of time and resources (monetary and human) to
implement Project HSE objectives at early stage of the project.
The following are the key deliverables indicated out of this procedure for the
purpose of induction only, enabling contractor to estimate basic resource
requirements (it does not mean that the other deliverables are not applicable):
Develop further the original HSE plan that has been approved at conceptual
stage. While developing further the following HSE issues and activities shall
be taken into account from detail design stage through commissioning and
handover which will be subject to execution and review (PHSER).
 Contractors; HSE organization, roles and responsibilities
 Project Description and project HSE philosophy (considering; Guiding
Principles: KOC Guide to HSEMS & its documents, Industry standards
& Practices, The Project Operations & Maintenance Philosophy, etc.
 HSE Objectives: Minimum manning, Reduction in manual handling, etc.
 HSE Performance Targets: Accident rates, Number of ASAs performed,
Quantity of waste generated, Quantity of atmospheric emissions
 Summary of Regulatory requirements
 Description of Hazard identification, risk management and control (i.e. the
tools such as QRA: Hazop, EIA, ETA, FMEA, Gas dispersion, Explosion
impact study etc.)
 Description of Project HSE issues as per the table below but not limited to:
