跑道、滑行道及停機坪使用已超過20年。
Runways,Taxiways and Aprons have been in
use for over 20 years.

因航機大型化、運量及航機起降架次之快
速成長,現有道面使用頻率較高區段,因
負荷過重而產生破壞現象。
High usage sections of the current
pavement have been experiencing damages
due to overloading caused by the increase
in aircraft size and weight, and higher
frequency of aircraft movements.

目前道面發生裂縫、基底層膨脹性土壤、
地面水下滲、掏空、冒漿、承載強度不足
等問題。
Current problems in the pavement include:
cracks, blow-ups, pumping, disintegration,
grout oozing out and weathering.

道面改善需求(Task Requirements for
Pavement Improvement)


需由總顧問團隊再進行詳細道面調查分析,
評估最合適之道面整建方式。此部分工作內
容詳見本局所提供書面說明資料。
It is necessary for the General Consultant
to conduct detailed pavement investigation
and evaluation to determine the most
appropriate pavement improvement
alternatives. The draft task requirements
and schedule are shown in the attached
document. (P4-P9)

本局前階段所提出道面整建初步構想,後續
仍待總顧問團隊加以檢核及分析,在不影響
營運情況下,提出最佳的評估規劃成果。
The consultant shall verify and analyze the
CAA’s proposal, and propose the best
assessment and plan, taking care to minimize
disruption to airport operations .

operations during rehabilitation )
 所有道面整建工程希望於一年內完成。

The rehabilitation would be better completed
in 1 year.
透過電腦模擬分析,研提對機場營運衝擊最
小之跑滑道施工順序、關閉時間、滑行動線
因應對策。
The consultant shall, through the use of
computer simulations, propose the schedule
for rehabilitation for runways and taxiways,
closing times and alternative taxi routes
in the plan,so as not to cause any
disruptions to the airport operations.

Power Sub-Station 電力機房(Page 1)

由台灣電力公司 輸送的161kV雙迴路電力至桃園
站,再降壓為11.4kV雙路由送至塔台區,為本場
助導航設施的主要電力來源。
•
Primary power to the airport is provided from two 161kV feeders
from TPC. Then the voltage is stepped down to 11.4kV through
transformers. Two feeders at 11.4kV, designated B07 and E07 are
connected to automatic high voltage (HV) switchgear in Electrical
Building ‘A’ at ATC tower area.

05/23跑道之電力機房內現為CATⅡ之燈光系統
設備,顧問需評估電力需求及安排規劃機房空間,
以便符合本計畫之需求。
•
Currently, those facilities in the power substations of runways 05
and 23 are CATⅡ lighting equipment. The Consultant shall
evaluate the power requirements and CCRs arrangements for the
need of this project.

06/24跑道側之電力機房內現為CATⅠ之燈光
系統設備,顧問需妥適評估電力需求、安排規
劃機房空間或規劃興建機房,以便符合本計畫
之需求。
•
Facilities in the power substations of runways 06 and
24 are CATⅠ lighting equipment. The Consultant
shall evaluate the power requirements, CCRs
arrangements or plan to build new substations for
the need of this project.

本局前曾於民國95年辦理「台灣桃園機場CATⅢ
可行性評估」,辦理之評估項目為:
CAA conducted a “Category Ⅲ Feasibility Study of Taiwan Taoyuan
International Airport (TIA)” in 2006. The study included:

經由檢視歷年飛測報告記錄及電腦模擬預
測,不論現在或未來規劃的場站建物,第
Ⅱ/ⅢA類之儀降信號品質仍可維持。

T3- concourse, North-East Cargo facility, North-West
Maintenance Hangar and General Aviation Facility)
indicate that Category II/III A guidance quality should
be maintained after these structures are constructed.

05/23:跑道現有之進場燈系統(Approach
Lighting System, ALS)應該汰換。此外,快速
出口滑行道指示燈(Rapid Exit Taxiway
Indicator Lights, RETIL) 以及部分額外的滑行
道邊燈(Taxiway Edge Lights)……等亦應一併
加以建置。

Runway 05/23, there are deficiencies with the
Approach Lighting Systems (ALS) of both runways,
inoperable flashers that will require the systems to be
replaced in order to meet ICAO standards. In addition,
Rapid Exit Taxiway Indicator Lights (RETIL) and some
additional Taxiway Edge Lights,…,etc. should be
installed where absent.

06/24跑道若需具備CATⅡ/ⅢA運作能力,應
進行之更新包括架設第Ⅱ/ⅢA類精確進場燈系
統(CategoryⅡ/ⅢA Precision Approach
Lighting System)、跑道中心線燈(Runway
Centerline Lights)、跑道落地區燈(Runway
Touchdown Zone lighting)、跑道頭翼排燈
(Runway Threshold and Wing Bar Lights)、
快速出口滑行道指示燈(Rapid Exit Taxiway
Indicator Lights, RETIL)、滑行道中心線燈
(Taxiway Centerline Lights)、停止線燈(Stop
Bar)……等。


For Category II/III A operations to be conducted on Runway
06/24, installation of Category II/III A Precision Approach Lighting
Systems, Runway Centerline Lights, Runway Touchdown Zone
Lighting, Runway Threshold and Wing Bar Lights, and
RETIL’s …..etc. for each runway will be required. Taxiway
Centerline Lights and Stop Bars will also be required.
以上燈光系統之汰換建議,係基於保留最多現
行燈光系統考量;本計畫目前朝全面汰換更新
燈光系統之方向規劃。

Above suggestions of lighting system replacement were based
on preserving the most of current aerodrome lighting system,
which is not a concern in this project now.

機場外之障礙物經評估並未有穿越障礙物
管制面之情形。

Off-airport obstacles did not appear to penetrate
the Category II and III A approach or initial missed
approach or balked landing obstacle assessment
surfaces.

預劃興建之3期航廈高度(海拔高66公尺)可能
會有穿越相關儀航程序設計保護面之情形。本案
顧問建議未來興建3期航廈時,規劃之建物最高點
不可高於海拔高66公尺。

The proposed T-3 building may penetrate the CAT-II
missed approach surface and possibly deny a Category
II/III A approach to Runway 23. The maximum height of
the building AMSL can not exceed sixty-six meters.

system. This system is expected to be
commissioned this April. It will provide
runway incursion alerting for both

The consortium shall have the related
experiences and expertise of planning and
designing pavement rehabilitation,
navigation facilities and lighting systems
for an operational airport. The detailed
requirements will be listed on the tender
document.
