Did you know…..?




Nicotine stays in human hair for 4-6 weeks.
407 billion cigarette butts are washed into the
water supply per year
176 million lbs. of cigarette butts are throw away
each year
The more years you have in school the less
likely you are to become a smoker.
Smoking Policy
Due to increasing demand, both from returning, as well
as incoming students for a smoke free environment,
beginning fall 2003 all living facilities will be Smoke Free,
except Bowers Hall and the Fraternity Complex.
Smoking is prohibited in any facility or vehicle owned or
leased by Monmouth College.
All members of the campus community share in the
responsibility for adhering to and enforcing this policy
and for bringing it to the attention of visitors.
Statement of the Charge
The current smoking policy is not strict
enough and does not protect the students
from second-hand smoke adequately.
 What should the Office of Student Affairs
do to further protect the student body from
the harmful effects of second-hand
smoke?

Problem Solving Process
Understanding the charge
 Understanding and phrasing the question
 Fact finding
 Setting criteria and limitations
 Discovering and selecting solutions
 Preparing and presenting the final report

Main Points
Survey data of the student body
 Other college policies
 Second-hand smoke research and
statistics

Preview of Proposal

Our goal is to implement a new smoking
policy on campus to provide for a safer
campus environment.
Student Survey Data
Random sample of 144 students
 Sample reasonably resembles population
 Feeling of average person
 Limitations of survey

In Favor of a Stricter Policy







11.81% viewed the policy as not strict enough
“Smoke can still come in the windows of the dorms. It
stinks!”
“I don’t like to breath in cigarette smoke right after I eat.”
“Not disposing of cigarettes properly makes for a gross
and disgusting campus.”
“The effects of second-hand smoke are dangerous.”
“It’s annoying walking through a cloud of smoke before
class.”
“I don’t like people smoking around the doors. It’s
extremely irritating.”
In Favor of a More Lenient Policy





8.33% viewed the policy as too strict
Over half of the 8.33% were smokers
“We have to always go outside our dorms to
smoke which is inconvenient all the time.”
“Not being able to smoke in dorms makes it
more difficult for me to concentrate on
homework.”
“Although smoking is a dirty, unhealthy habit,
forcing students to smoke outside in the rain and
snow is too much.”

Facts about Second-Hand Smoke




Second-hand smoke is also known as
environmental tobacco smoke.
It contains 4,000 toxic substances, over 50 of
which can cause cancer.
Second-hand smoke ranks third as a major
preventable cause of death behind only active
smoking and alcohol.
Only 15% of smoke is inhaled by the smoker
and the other 85% goes into the air to be inhaled
by others.






An estimated 35,000 to 40,000 deaths from
heart disease are in people who are not current
smokers.
Approximately 3,000 lung cancer deaths are in
non-smoking adults.
$100 billion is spent on smoking related
healthcare costs.
Non-smokers living with smokers have a 19%
greater chance of contracting lung cancer.
25% of men and 21% of women smoke
Second-Hand Smoke Causes…




Lower respiratory tract infections
Middle ear disease
Asthma in children
Retardation of fetal growth
SIDS (sudden infant death syndrome)
Nasal sinus cancer

If…

If the problem is not solved, the health of
students will be put in jeopardy.
Criteria and Limitations







Protect more people than the current policy
Not cause additional problems
Efficient (time and cost)
Raise awareness of the problem
Satisfy as many people as possible (faculty,
staff, and students)
Similar to other policies (nothing extreme)
Persuasive
New Smoking Policy
“Due to the increasing demand, both from returning, as well as
incoming students for a smoke free environment, beginning fall 2004
all living facilities will be Smoke Free, except the Fraternity
Complex. In addition, smoking will be prohibited within 25 feet
of any building on the Monmouth College campus excluding
the Fraternity Complex.
Smoking is prohibited in any facility or vehicle owned or leased by
Monmouth College.
Violators of any part of this policy will be fined $300. All
members of the campus community share in the responsibility for
adhering to and enforcing this policy and for bringing it to the
attention of visitors.”
