AB 540
• On October 12, 2001, Governor Davis signed into law
Assembly Bill 540 (Stats. 2001, ch. 814) that added a
new section 68130.5 to the California Education Code.
Section 68130.5 created a new exemption from the
payment of nonresident tuition for certain nonresident
students who have attended high school in California and
received a high school diploma or its equivalent.
• To be eligible for the exemption, a student must have the
following:
(1) Attended high school in California for three or more
years;
(2) Graduated from a California high school or attained
the equivalent of such graduation
(3) Complete the non-resident exemption request form.

What are the Types of Aid Available?
BOGW: Board of Governors (BOG) Fee Waiver
• For eligible California residents, the BOGW permits
enrollment fees to be waived. Students may receive a waiver
for any number of units, with no minimum. 60% of Oxnard
College students receive BOGW.
FAFSA: Free Application for Federal Student Aid
• Federal student aid covers school expenses such as tuition
and fees, room and board, books and supplies, and
transportation. This aid can also help students pay for a
computer and dependent childcare expenses.
Satisfactory Academic Progress
Standards (SAP)
Federal regulations require the Financial Aid Office to
establish, publish and apply standards to monitor student’s
progress towards completion of their certificate or degree
program. A student’s academic performance must meet
the SAP standards below.
Qualitative standard:
• Represented by grade point average (GPA). Students
must maintain a minimum cumulative GPA of 2.0 to remain
eligible for aid.
Quantitative standard:
• First, students must complete their degree or certificate
program within a maximum timeframe, which may vary
according to the student’s status and program.
• Second, students must successfully complete a required
percentage of the credits they attempt. This component is
referred to as the credit completion ratio. (70% at Oxnard
College)

completion of the FAFSA application on-line.
