Why Infantry Non-Lethal?
“The U.S. Military lacks the ability to engage targets that
are located or positioned such that the application of
lethal, destructive fires are prohibitive or would be
counter-productive to the U.S. objectives and goals.”
(Joint Non-Lethal Mission Needs Statement 18 Oct 02)
Provide commanders with more options and
flexibility while enhancing lethality and improving
force protection
Recent Events in Non-Lethal
• USAIC-DCD established Infantry Non-Lethal Cell to work Infantry non-lethal
requirements
• Infantry Center prioritized Non-lethal in the top 10% of USAIC programs and
48th on the USAIC 1-N list
• Held first Infantry Non-Lethal ICT Working Group meeting at Fort Benning
(14 Aug 03); working group subordinate to Army NL ICT
• Began writing a Non-Lethal White Paper and requested O&O for NLMM
• Emerging results of the TRADOC CEP MAPEX (5-7 Aug 03) further indicate
potential operational utility of NL Mortar Munition, especially in Forced Entry

Infantry Non-Lethal Trends
• Focus on tactical uses for non-lethal weapons to
complement lethal systems
• Integrate NL capabilities into existing weapons
• Continue to support blunt trauma munitions in the near
term for short range application
• Develop longer range NL weapons to provide
suppression and standoff to small arms, i.e. NLMM, LR
MK-19 NL round, Active Denial System, etc.
• Move away from blunt trauma and RCAs toward
directed energy weapon (DEW) technologies in the
mid/far term
• Develop man-portable DEWs that provide point and
area target effects

Operational & Organizational Concept
• Key characteristics:
– Multi-purpose (bunkers, masonry, light armored vehicles)
– Lethal from short ranges to 300m
– Fire from enclosure
– Portable and lightweight
– Disposable/one-shot
– Any soldier can employ
• Employment:
– Offensive: employed against buildings, lightly armored vehicles
and crew served weapon positions within 300m that cannot be
engaged effectively by other small arms or indirect fire.
– Defensive: cover most likely enemy avenue of approach to
engage an enemy force that has taken up position in a building or
to defeat enemy light armor.

• Build NLMM O&O for TRADOC approval and define gap NLMM will fill:

Mortars provide high angle, responsive, fires for urban/complex
terrain; ARTY trajectory too flat
• Requirement for NL Mortar Munition is identified in Appendix D to Annex D
of FCS ORD, approved 14 Apr 03 by the JROC
• TRADOC Policy Ofc (Mr. Dale Jones) has agreed to allow Update of NLOS
Mortar appendix to FCS ORD to define NLMM capabilities vs. specific CDD
• MS A ADM Package in staffing (will be complete 4QFY03)
• Investigating MCV Stryker BCT as Block I application for NL Mortar in
addition to FCS Increment I
