Organization of American States Secretariat for External Relations (SER) DEPARTMENT OF INTERNATIONAL AFFAIRS (DIA) SER performs functions aimed at: Executive Order No. 08-01 Rev. 1 SER MISSION •developing and implementing communication strategies and strengthening the image of the Organization •strengthening ties with agencies and institutions in the host country, as well as with observer countries and multilateral organizations SER performs functions aimed at: SER MISSION •broadening and disseminating information on the cultural heritage of the Americas •coordinating fundraising for programs and projects •promoting the participation of civil society in matters related to OAS priorities. DIA MISSION SER/ DIA The Department of International Affairs advises the General Secretariat on relations with our international partners to further the Organization's aims through fostering positive relations with Member States, Permanent Observers, institutions and individuals involved in advancing the Inter-American Agenda, as well as mobilizing needed resources. FUNCTIONS (Executive Order No. 08-01 Rev. 1) DIA Functions Advises OAS units on matters regarding relations between the Organization and Permanent Observer Countries and multilateral organizations. Coordinates relations with the Permanent Observers so as to provide them with information on the role of the Organization and to secure support for OAS activities. Coordinates relations with institutions and legislative and executive bodies of the host country in order to strengthen ties and provide information on the region and OAS programs. FUNCTIONS (Executive Order No. 08-01 Rev. 1) DIA Functions Implements policies on external institutional relations, including relations with United Nations agencies, inter-American institutions, international financial institutions, the private sector, and study and research centers Coordinates, promotes, and carries out the Lecture Series of the Americas, the Model OAS General Assembly as well as the briefing program Coordinates and strengthens relations with civil society organizations in order to increase their participation in OAS activities DEPARTMENT OF INTERNATIONAL AFFAIRS DIA Relations with Permanent Observers & Civil Society Outreach & Institutional Relations Relations with the Host Country US Relations with Permanent Observers At Breakfast Meeting, OAS Reaches Out to Permanent Observers Coordinates relations with the permanent observers so as to provide them with information on the role of the Organization and the priorities of the hemispheric agenda, and to secure substantive and financial support for OAS activities. Provides secretariat services and technical support to the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities of the Permanent Council in all matters related to civil society participation. FUNCTIONS (Executive Order No. 08-01 Rev. 1) Relations with Civil Society Develops and executes strategies and activities designed to promote and broaden civil society participation in all the activities related to the work of the Organization. Coordinates relations with nongovernmental organizations and promotes and harmonizes the work of the different dependencies of the General Secretariat in their efforts to encourage civil society to take part in the Organization’s activities. Conducts the process of registering civil society organizations in the OAS. STRATEGIC OBJECTIVES Promotion and internal coordination of civil society participation in OAS activities Relations with Civil Society Support to the Committee on Inter-American Summits Management and Civil Society Participation in OAS Activities (CISC) to facilitate partnership of Member States and CSOs Enhance web and communication mechanisms to facilitate and promote CSO participation Mobilization of resources to promote and facilitate civil society participation in the OAS activities Hold Regional and Subregional CSO Forums (Central and North American, Caribbean, Andean and Mercosur) Relations with Civil Society Hold Dialogue between the Heads of Delegation, the OAS SG and Civil Society Representatives at the GA Support to Civil Society Participation in Ministerial Meetings Relations with the US Congress and the Administration, Think Tanks, Private Sector Associations and Academia Executive Order No. 08-01 Rev. 1 Relations with the Host Country Advises the GS on matters regarding relations of the Organization with institutions in the host country. Develops and implements a program of briefings on OAS affairs and priorities for various audiences related to the Organization, according to instructions from the Secretary General. On April 8, 20 officers from the Canadian Forces College spent the morning at the historic OAS headquarters The goal of the OAS Briefings Program is to promote greater international and local awareness and understanding of the OAS and of its General Secretariat. Briefings are offered to diplomats, government officials, military officers, university faculty, policy analysts and students, tailored to the specific interests of the visiting groups. They cover political, social, legal and economic issues in the Americas as well as the work of the organization and include tours of the OAS historical buildings. Strategic Goals Develop specialized briefings for various audiencies Outreach Programs: Briefings Involve appropriate technical areas in briefing program Develop standard briefing materials Continue evaluation efforts and program improvement OAS POLICY ROUNDTABLES Outreach Programs: Policy Roundtables The OAS Policy Roundtable series is designed to promote informal dialogue among specialists and the political decision-makers on the full range of issues on the OAS agenda. The format varies between presentations with commentators to a discussion of different points of view on hemispheric topics. Possible Issues to be addressed: Outreach Programs: Policy Roundtables Migration Food crisis Council of Foreign Relations Task Force Report Launch Fair Growth: Economic Policies for Latin America’s Poor and Middle Income Majority Debrief on the General Assembly UN Special Task Force Report on Empowerment of the Poor Judicial Reform (CEJA) Haiti Caribbean Trade Arrangements CP/RES. 870 (1446/04) LECTURE SERIES OF THE AMERICAS Outreach programs: Lecture Series To establish the “Lecture Series of the Americas,” which will consist of monthly lectures on issues related, above all, to the Strengthening of Democracy, the Promotion and Protection of Human Rights, Social Development and the Fight against Poverty, and Hemispheric Security, to which the OAS will invite leading intellectuals from the region and the rest of the world. 2008 Strategic Goals: •Implement 10 lectures per year Outreach Programs: Lecture Series •Increase participation of women as well as Caribbean speakers •Reach equitable geographic representation of the four regions •Hold 1-2 Lectures in Lima, Peru, annually •Broaden donor base Launch the second Lecture Series book with 20072008 lectures Outreach programs: Lecture Series Organize meeting of the Board of the Lecture Series and engage the Board members as well as the OAS Missions in identifying more speakers and enhancing the program. Launch the Academic Board, comprised by Deans of renowned universities from the different subregions in the Hemisphere Maintain the Lecture Series Web Page The Model OAS General Assembly (MOAS) promotes democracy among the youth of the Hemisphere by familiarizing students, faculty and academic institutions of the Americas with the work of the OAS and its Member States, as well as with the Organization’s role as the premier political forum in the Hemisphere by engaging students in an active Outreach learning exercise where through role-playing they represent programs: the diplomats and political officials of the 34 Member States of Model OAS the OAS UPCOMING MODEL OAS GENERAL ASSEMBLIES (MOAS) MOEA Nacional, Medellin, Colombia 21-23 mayo, 2008 XXVI MOEA para Universidades, Santiago, Chile, 14 al 17 de julio de 2008 2008 Strategic Goals Hold two MOAS in Washington, DC Hold two MOAS abroad (Medellin and Santiago) Outreach programs: Model OAS Diversify and expand funding Finish and disseminate tutorial Prepare MOAS for the Caribbean for first quarter 2009 Support Medellin Declaration Maintain the MOAS Web Page Executive Order No. 08-01 Rev. 1 DIA Institutional Relations Implements policies on external institutional relations, including relations with UN agencies, inter-American institutions, IFIs, the private sector, and study and research centers. Recommends means of strengthening the ties with specialized organizations and institutions, both regional and international. Assists the various areas of the OAS in their efforts to maintain effective substantive contacts with other intergovernmental institutions, both public and private. International Institutions Coordination improves effectiveness in meeting our common goals, through joint programs, participation in annual meetings and exchange of new findings and reports. International Institutions OAS Secretary General meets with UN Secretary General, Kofi A. Annan OAS Secretary General José Miguel Insulza meets with the Managing Director of the International Monetary Fund, Rodrigo de Rato. Regional Organizations Regional Organizations The OAS Secretary General meets with representatives of several regional bodies and institutions to help strengthen cooperation in meeting common goals for the hemisphere. Regional organizations are critical partners in achieving our common goals.
