The HSK is the regulatory authority of the Swiss Confederation with
responsibility for nuclear safety

Administratively, it currently reports to the SFOE (Swiss Federal Office of
Energy)

SFOE is responsible, therefore, for both the use of nuclear energy and
protection from it
Independence

Potential conflicts of interest require the institutional separation of use and
protection functions

Formal separation is called for in both the international Convention on
Nuclear Safety and the Swiss Nuclear Energy Act
