Session Objective

• To provide an overview of the technical cooperation funding resources

TC Programme Resources

Technical Cooperation Fund (TCF) • • Target is established by the Board of Governors and finalized in a General Conference resolution $85 m for 2009, $85 m for 2010, $86 m for 2011 Funded by voluntary contributions from all Member States based on shares established by using UN assessment rates • National Participation Costs (NPC, 5% of the project ‘value’) also flow into TCF

Extrabudgetary • Contributors are Member States, other international organizations, NGOs and the recipient governments themselves (Government Cost Sharing, GCS) In-kind • Money does not pass through the Agency’s accounts

The TCF

• • • • Targets are set on BoG recommendation, usually recommended by a working group and involve MS negotiation Off years generally include Indicative Planning Figures (IPFs) The Agency’s planning figure includes the target adjusted for anticipated ROA, carryover and other income.

From January 2011 onwards the Euro will be the functional currency for the budget of the technical cooperation programme. The Euro is already the functional currency for the Regular Budget.
