.. Future neutrino facilities offer great promise for fundamental
discoveries (such as CP violation) in neutrino physics, and a post-LHC
construction window may exist for a facility to be sited at CERN.
..CERN should arrange a budget and personnel to enhance its
participation in further developing the physics case and the technologies
necessary for the realization of such facilities. This would allow CERN
to play a significant role in such projects wherever they are sited.
..A high-power proton driver is a main building block of future projects,
and is therefore required.
..A direct superbeam from a 2.2 GeV SPL does not appear to be the
most attractive option for a future CERN neutrino experiment as it does
not produce a significant advance on T2K.
..We welcome the effort, partly funded by the EU, concerned with the
conceptual design of a β-beam. At the same time CERN should support
the European neutrino factory initiative in its conceptual design.

Critical path items at the start are clearly a) the beam and b)
the spectrometer solenoid (2->2.5 years after order)
Funding to get the spectrometer solenoids is difficult and
causes delay. (~2 M€ a pair of rather standard technology)
the MICE management proposes to deal with this potential
stumbling block, while remaining committed to ultimately
achieving the full goals of MICE (“Step VI” above) by
proceeding with additional intermediate steps
boundary condition:
additional intermediate steps use mainly items that
are part of the final MICE configuration.
The soonest we may be able to get the firstspectrometer is
from US funding
This leads to the consideration of step II.V (2.5)

the MICE collaboration is confident that it has enough resources to go ahead
with practical measurements and achieve a first worthwhile goal.
 justify our request to proceed with the implementation of the muon beam line.
U.S. decision on Step 2.5 funding might be possible in about six months.
Meanwhile we are actively pursuing the following alleys that should get us further
•letter of intent submitted to Italian funding agency to proceed
towards a full proposal to INFN; (under review now)
•Investigations on use of MRI magnets that could be borrowed or lent
from company to be used as spectro. magnets, at least temporarily.
•We are exploring a request to the EU funding programmes for MICE
under the heading “NEST” (New and Emerging Science and Technology).
If any of this materializes soon enough US funding could be redirected towards RFCC
Module, maybe in a reduced version (MICE step V.0 ?) well along full MICE,
since AFCC module funding (UK &Japan) is earmarked (though not released)
A note on this is being prepared for discussion at the MICE collaboration board in RAL.
