I. CEVNI: purpose and scope (1/1)
Resolution No. 4 of the Sub-Committee on Inland Water Transport:
Governments and River Commissions to undertake the revision of
regulations in force on inland waterways based on the following
recommendations:
Recommendation 1: National regulations should consist of two parts:
(a) Part I : the provisions contained in CEVNI.
(b) Part II: the specific provisions necessary in view of local
conditions.

These specific provisions should not be at variance with the provisions of CEVNI, including
any which may not have been reproduced in the first part
With regard to matters to which the provisions of CEVNI apply, and particularly, to the
marking of vessels, Governments should not, in the absence of very special local
conditions, impose any obligations which are not contained in CEVNI itself.
Recommendation 2: In every country, the first part of the regulations
should, if possible, be the same for all the inland waterways, unless the
special characteristics of the various inland waterway networks in the
country concerned are too different.

• Simplify and clarify the text in order to provide skippers with easy
access to the applicable traffic rules
• Reduce the number of possible deviations (footnotes)
• Use the latest “best practices” from River Commissions and
member States

III. Chapter 9: purpose and mechanism
CEVNI, rev.4 : « Governments may omit, complement or modify certain
provisions of Chapters 1-8 of CEVNI, when this is required by the
conditions of navigation. The list of such provisions is contained in Chapter
9 on “Regional and National Special Requirements”. In this case,
Governments shall report on these differences to the Working Party on
Inland Water Transport (SC.3).”

MAIN PRINCIPLES
1.
HARMONIZE as much as possible with CEVNI, revision four

MAINTAIN the structure and the numbering of the article (by using
“left void” if not applicable)
3.
If a deviation from CEVNI, Chapters 1-8, is detected and has to be
maintained for safety of navigation:
- If the deviation concerns an article in Chapter 9, REPORT to SC.3
- If the deviation is not foreseen in Ch.9, PROPOSE to include in Ch.9
4.
LIST additional requirements to be compiled in a general database
on national and regional requirements.
5.
In the national/regional regulations, USE CHAPTER 9 to list all the
provisions which deviate from CEVNI.
