United Nations Economic Commission for Europe Statistical Division Impact of Globalization on National Accounts Summary of the CES consultation UNECE Statistical Division 15 June 2011 Organization of the consultation Reviewed by the ISWGNA and CES Bureau in February 2011 March – April 2011 electronic consultation with CES member countries and organizations March – April 2011 parallel consultation with the CMFB and the Inter-agency TF on Trade Statistics 53 replies from 35 countries, 8 international organizations and 1 academic institution. In some cases separate replies by central banks and by NSOs 06 November 2015 - UNECE Statistical Division Slide 2 Summary of feedback All countries support the endorsement of the Guide. All countries find the Guide very useful tool and the majority encourages its quick publication 20 replies contained comments or suggestions for future work All comments were reviewed by the Leadership Group. The response and the proposed amendments are presented in document ECE/CES/2011/2/Add.3 06 November 2015 - UNECE Statistical Division Slide 3 Main comments and suggestions for future work Consider adding new case studies, including from countries beyond the UNECE/OECD region Need to continue the work and complement the Guide with new emerging topics and further practical guidelines /best practices: • Discussions of globalization topics at the Joint UNECE/Eurostat /OECD meeting and publication of recommended best practices on the website of the Guide • Linking the website of the Guide to related international work 06 November 2015 - UNECE Statistical Division Slide 4 Main comments and suggestions for future work Need to develop data collection methods and revise source statistics • Out of the scope of the Guide, but concrete proposals are included in the relevant chapters Prioritization of the future work: • Global manufacturing and related issues • International transactions in IPPs • The implementation of the 2008 SNA treatment of goods for processing and merchanting • Conceptual framework for measuring the activities of SPEs 06 November 2015 - UNECE Statistical Division Slide 5 Proposal The Conference is invited to endorse the Guide Impact of Globalization on National Accounts subject to amendments presented in document ECE/CES/2011/2/Add.3 If adopted the Guide will be published by the end of 2011 06 November 2015 - UNECE Statistical Division Slide 6
