• PDCWG recommends to continue to table
this NPRR
• ERCOT system tuning is scheduled for
early January with analysis and report to
PDCWG by February (tentative)
• PDCWG will be prepared to provide ROS
its report by the March 2013 ROS meeting
(tentative)

• Group continues to define issues
– Qualification & Testing requirements
– Performance requirements
• Clear definition of the two issues noted is
new focus
• Compliance evaluation of performance is
being combined with Qualification and
Testing requirements
• PDCWG will continue to work to propose
clarifications which will allow for clear
compliance evaluation
GADS Summary
• TRE presented GADS summary
– Information will be used to help identify
contributions to poor performance by
generator type
– Wind Generators required to report GADS
data beginning January 2013.
GREDP Review
• ERCOT presented results
– Conventional unit analysis resulted with 99%
passing
– IRR unit analysis resulted with more failures
– PDCWG consensus that GREDP metric has
flaws and does need overhaul
– PDCWG plans to work with QMWG to update
and align the metric with reliability needs
Event Analysis Process
• PDCWG identified the need for additional
telemetry to effectively evaluate Combined
Cycles with Power Augmentation
• ERCOT will work to draft appropriate
language to add the requirement to
protocols and guides
Event Analysis
– 10/5/12
• System did not meet 420MW/0.1Hz minimum
response (failed event)
• Causes identified as low online capacity over RRS
obligation and some RRS was being carried on
power augmentation of Combined Cycle resources

– 10/25/12
• System did meet 420MW/0.1Hz minimum
response (passed event)
• Cause was attributed to excess reserves online
over the RRS obligation allowing for adequate
frequency response
Event Analysis
– 11/2/12 – DCS
• System did meet 420MW/0.1Hz minimum
response (passed event)
• System recovered in 9 seconds
• Cause was LR carrying RRS tripped UFR
• Concern:
– Proposed increase in quantity of LR that RRS can carry
– If in place overshoot could occur in this condition
– If more LR trip than Generator MW loss, frequency rise
will increase risk of large steam units lifting safeties. This
leads to risk of safeties not seating and additional loss of
generation. Models can not model for this extended
period.

oscillations
• Tuning (slide 3) is expected to correct this issue

ERCOT Frequency Control
• Nov. 9 control issues
– Possible cause was ERCOT transfer to
backup control center
– Control issues due to large generator
deviation. Possibly due to the backup center
issue
• Time Error correction changes
– Expected a shift of the frequency distribution

– Noted a small shift toward center in monthly
distributions when compared to the year to
date distribution
– No Time Error corrections during the first 26
days of November due to the change in
process to 30 seconds.
