Effort for major upgrades come from the existing groups. These new efforts never have problems attracting eager postdocs and students from the more flexible US institutions. o It is more difficult to man systems that require only routine maintenance: streamlining the task helps here. New groups joining BaBar sign MOAs taking responsibility for specific tasks. New member burdens are 0.5 FTE in the first year.
